As we close out the year, I want to thank our board, business and property owners and partners for the continued collaboration that drives progress across the Lilburn CID. Q4 was a strong finish to a productive year, marked by meaningful engagement, key project approvals and steady momentum on initiatives shaping the district’s future.
|

|
At the December board meeting, the board approved new contracts for improvements at the US 29 and Main Street intersection and along US 29 from Killian Hill Road to Pine Street, with construction anticipated to begin in 2026. We also continue to see progress on The Porchline development and parking deck in Old Town Lilburn as construction moves toward completion.
This quarter included valuable opportunities to connect with fellow CIDs and regional partners through the Metro Atlanta Redevelopment Summit and the Council for Quality Growth’s CID Recognition Event, where we highlighted the power of public-private partnerships. In the latest Tad Talks blog, I explore how CID investment delivers long-term value for property owners.

New Project Approved: US 29 and Main Street Improvements |
|
|
At the December board meeting, the Lilburn CID Board authorized support for a $427,000 design project, in partnership with the City of Lilburn, to advance transportation improvements along US 29 from Killian Hill Road to Pine Street, including a median design at the US 29 and Main Street intersection.
The project will tie into the Jackson Street Bridge improvements and will be funded through a cost-sharing partnership with the City of Lilburn, which is covering 75% of the design cost and the CID, which is contributing the remaining 25%, for an approximate total of $100,000.
Design work will move forward in the coming months with Kimley-Horn, with GDOT construction anticipated to begin in the second quarter of 2026.

It was a busy and productive Q4 for Lilburn CID, filled with meaningful speaking opportunities and chances to connect with fellow CID executive directors!
|
|
|
Lilburn CID proudly sponsored the 2025 Metro Atlanta Redevelopment Summit, where Executive Director Tad Leithead delivered opening remarks and moderated a panel on public-private partnerships, a topic for which he is deeply passionate.
The summit offered a valuable opportunity to highlight one of the most effective public-private partnership models in the region — community improvement districts.

Lilburn CID also served as a gold sponsor of the Council for Quality Growth’s 16th annual CID Recognition Event. Tad Leithead shared remarks reflecting on his extensive experience working with CIDs across the region, a journey that ultimately led him to Lilburn CID and the creation of two additional districts along the way.
The event brought together CID leaders committed to advancing communities through collaboration and strategic investment.

Progress Continues on The Porchline Development |
|
|
Work continues on The Porchline development and the new parking deck in Old Town Lilburn, with steady progress across the site. Crews are completing block walls around the elevator shaft, with brick installation now underway. Window and exterior siding installation is ongoing, and the buildings are expected to be fully dried within the coming weeks.
Inside the parking deck, lighting is being tested using photometric evaluations to ensure proper shielding and minimize impacts on nearby homes and businesses. Over the next week, teams will continue this work while finalizing low-voltage design, confirming camera locations, completing electrical work and addressing remaining punch-list items.
