Recognitions

Sam Barlow High School Football

The school board honored Sam Barlow High School Football Coach Tracy Jackson for being named Mt. Hood Conference Football Coach of the Year. The Bruins entered the state tournament as an underdog team and made it to the semi-finals of the Columbia Cup playoffs. Coach Jackson is retiring after 43 years of coaching.

Sam Barlow High School Girls Soccer

The school board recognized the Sam Barlow High School Girls Soccer Team for being Mt. Hood Conference champions and ending the season with a 6-0-1 conference record. They also recognized junior Katya Tercek for being named Mt. Hood Conference Offensive Player of the Year, senior Kaisa Asberg for being named Mt. Hood Conference Defensive Player of the Year, and junior Kassidy Weibel for being named Mt. Hood Conference Goalkeeper of the Year.

Sam Barlow High School Volleyball

The school board honored the Sam Barlow High School Volleyball Team for finishing third in the conference and making it to the second round of the playoffs. The board honored senior Lilly Knight for being named Mt. Hood Conference Player of the Year. Head coach Jessie Mott was recognized as the Mt. Hood Conference Volleyball Coach of the Year for guiding her team to such a strong season.

Sam Barlow High School Girls Water Polo

The school board recognized the Sam Barlow High School Girls Water Polo Team. During the 2023 season, the team was co-champions in the Mt. Hood Conference and went to state ranked #2. The team placed 4th overall and finished the season with a 23-4 overall record. Sophomore Makayla Riegelmann was recognized by the Mt. Hood Conference coaches as the Mt. Hood League Girls Water Polo Co-Player of the Year.

Sam Barlow High School Boys Water Polo

The school board honored the Sam Barlow High School Boys Water Polo Team. During the 2023 season, the team placed first in the Mt. Hood Conference and was undefeated in league and tournament play. The team took first place at the state tournament in a thrilling triple-overtime victory. They finished the season with an undefeated record of 27-0. Barlow’s goalie, senior Cole Christiansen, was named State MVP. Junior Levi Riegelmann and senior Hayden Markell were named 1st Team All-State. Coach Mike Riegelmann was recognized as the Mt. Hood Conference Boys Water Polo Coach of the Year.

Superintendent and District Leadership Team Update


Superintendent Hiu shared that his visits to schools in the past two months included Sam Barlow High School, Arthur Academy, Highland Elementary School, and Springwater Trail High School. He also took State Representative Ricki Ruiz on a tour of the Gresham High School remodel and North Gresham Elementary School. Superintendent Hiu participated in the District’s first equity committee meeting. He also hosted representatives from the city of Gresham’s sister city of Ebetsu, Japan. Students from Ebetsu recently visited Deep Creek-Damasdcus K-8 School.

Citizens’ Requests of the Board


Hollydale Elementary School’s Learning Essentials 1 (LE 1)  teacher Katie Saunders shared her concerns on the increased case management sizes for LE 1 classrooms and advocated for increased staffing support. 

Hollydale Elementary School LE 1 education assistant Sandra Adams shared why she believes additional resources and supports need to be allocated to LE 1 classrooms. 

Hogan Cedars Elementary School LE 1 education assistant Brooke Boles shared that disruptive and unsafe behavior is occurring in special education classrooms and encouraged school board members to visit schools.
APPROVED, electing Kris Howatt to the OSBA Board of Directors, Position 18.

APPROVED, electing Brenda Rivas to position 17, Jessica Arzate to position 18, and David Linn to position 19 on the Legislative Policy Committee (LPC).


APPROVED, adopting Resolution 1 which creates the Oregon Rural School Board Members Caucus and designate a seat on the OSBA Board of Directors and Legislative Policy Committee.
APPROVED, adopting Resolution 2 which adopts the proposed amendments to the OSBA Bylaws.

APPROVED,  accepting the 2024-2025 Preschool for All Grant allocation from Multnomah County as presented.

The Gresham-Barlow School District has been awarded funding for 18 Preschool for All slots through Multnomah County beginning in the 2024-25 school year. Our program will receive $15,756.00 for each slot, each year.

Preschool for All provides free, inclusive, culturally responsive preschool for 3-4 year olds whose families live in Multnomah County. The slots will be available at the Child Development Center on the Gresham High School Campus.
APPROVED, accepting the Gresham-Barlow School SD 10J - Bilingual Educator Pathways Grant in the amount of $187,186.

The Oregon Department of Education has awarded the District a Bilingual Educator Pathways Grant. The purpose of the grant is to support the recruitment and retention of bilingual educators in order to respond to the COVID-19 pandemic and address unfinished learning for English learner students and support students in earning the Oregon Seal of Biliteracy.

APPROVED, accepting the 21st Century Community Learning Centers (“21st CCLC”) Grant in the amount of $500,000.

The Gresham-Barlow School District has been awarded a 21st Century Community Learning Center Grant (21CCLC). The grant provides funding for academic enrichment for after-school programming through our Schools Uniting Neighborhoods (SUN) partnerships. Hogan Cedars (HCES) and Hollydale Elementary Schools (HDES), and Gresham High School (GHS), have been awarded this competitive grant for the next five years. This federal grant focuses on academic enrichment, youth development, equitable access, and family engagement. HCES and HDES will focus on K-5 literacy supports and GHS will focus on Career Technical Education (CTE). 

APPROVED, accepting the 2023-2024 Student Investment Account (SIA) Grant Agreement as presented.

The Student Investment Account Fund (SIA) is a part of Oregon’s Student Success Act. Schools use the funds to meet students’ mental or behavioral health needs and to increase academic achievement for students, including students from racial or ethnic groups that have historically experienced academic disparities. 

Staff previously presented the grant application outlining the goals, budget, engagement efforts, and longitudinal performance growth targets. The SIA allocation for the 2023-2024 school year is $10,636,718.78. 

APPROVED, the contract for the REY renovation to Dovetail Construction, Inc. in an amount not to excess $343,040.

The project is funded using ESSER III funds and approved by the Oregon Department of Education (ODE) for $320,000. The District will work with Dovetail Construction, Inc. to reduce the amount to the approved threshold.

Update on Graduation Requirements
Director of Secondary Curriculum & Instruction Dr. Tim Collins provided a review of Gresham-Barlow School District’s graduation requirements as described in Policy IKF-Graduation Requirements.

OSBA 2023 Annual Convention Report
Board Chair Kris Howatt provided the board with an update on the Oregon School Boards Association’s recent convention. She shared information about the various sessions she attended.


Funding of Special Revenue Reserve Funds
At the November 15 board work session, district leadership presented a spending plan to address budgeting for significant annual spending in curriculum, technology, and turf field replacement. The plan called for a transfer from the ending fund balance/contingency during the current school year.  Upon review of Oregon budget law, once an ending fund balance is established and approved through the budget process, the allocation can only be used in an emergency. The Board can reallocate funds in the contingency. The budgeted amount in contingency for the 2023-24 fiscal year is $1.03 million and is not sufficient to complete the proposed transfers. District leadership is seeking areas where a budget surplus exists to assist in the facilitation of the proposed adjustment for the 2023-24 fiscal year.
