The Town of Normal reached a significant milestone as the Town Council approved a redevelopment agreement for the Trail East and Trail West projects, paving the way for one of the most transformative private investments in Uptown Normal's history.

Led by Carlson Bros Construction, the mixed-use redevelopment will transform

two underutilized sites adjacent to the Constitution Trail into vibrant six-story developments featuring more than 200 market-rate apartments, approximately 20,000 square feet of ground-floor commercial space, structured parking, and enhanced public spaces. These projects represent more than $65 million in private investment and help reinforce Uptown Normal's position as the region's top destination for urban living, dining, shopping, and entertainment.

The approval marks the culmination of nearly two years of collaboration between Carlson Bros Construction, Town staff, elected officials, and project partners to refine the development  and design plans, establish a new Tax Increment Financing (TIF) district, and create a redevelopment framework that supports both the project's financial feasibility and the Town's long-term vision for Uptown Normal.

Trail East will include 132 apartment units and ground-floor commercial space, while Trail West will feature 81 apartments and additional retail and restaurant opportunities. Once completed, the developments will introduce hundreds of new residents within walking distance of Uptown's businesses, restaurants, entertainment venues, Uptown Station, and the Constitution Trail, creating increased activity and supporting the continued growth of the core business district.

The projects are expected to generate lasting economic benefits by expanding the local tax base, attracting new commercial tenants, increasing foot traffic for existing businesses, and encouraging additional private investment throughout Uptown. As one of the largest mixed-use developments undertaken in the Town's history, Trail East and Trail West represent a major step forward in implementing the community's long-term redevelopment and economic development goals.

With redevelopment agreements now in place, Carlson Bros Construction will continue advancing design and pre-construction activities in coordination with the Town. Construction is anticipated to begin in 2027 following completion of final engineering, permitting and site preparation.

The Town looks forward to partnering with Carlson Bros Construction throughout the development process and celebrating the continued revitalization of Uptown Normal as this landmark project moves toward construction.

Illinois State University (ISU) announced it is moving forward with an $84 million science complex that will enhance STEM education while simultaneously creating a stronger connection between campus and Uptown Normal.

Construction is expected to begin in spring 2027, with the project scheduled for completion by fall 2028.

The three-building project will include a new five-story STEM building, a three-story addition to the existing Science Laboratory Building, and a modern research and teaching greenhouse. The new facilities will provide additional classroom, laboratory, and research space to accommodate growing enrollment in STEM programs and support future campus renovations.

Located at the southeast edge of campus adjacent to Uptown Normal, the development will serve as a welcoming "front porch" between the university and the community. Once completed, the new greenhouse will be open to the public, furthering opportunities for community engagement while supporting innovative research.

ISU's investment reinforces the continued momentum of public and private investment in ta further strengthening Bloomington-Normal's position as a regional hub for innovation, education, and economic growth.

ISU Students will be returning to Normal throughout the next few weeks as we gear up for the fall semester. Welcome Week for new students begins August 11 with classes beginning August 17.
