Ward 9 Newsletter Executive Meeting

This note is a bit early, I usually wait until after the Executive Meeting, but I wanted to get on your schedule. The mayor is proposing to schedule a vision session to discuss upcoming streets, sidewalk; park; or beautification projects in the city. We can suggest big and small projects. The date of the meeting is note set but it will be towards the end of the month or early October.
In preparation for this meeting, I plan to schedule a couple meet ups withall of you to discuss. We can grab a coffee/beer during the month of September. If your community has a scheduled meeting or an area you would like to meet and discuss your ideas, please let me know. All of you know what you need in your community.
A resident reached out to give me the first idea and I added a few others: 1. Sidewalk along Old Trenton 2. Beautification of the Needmore/Whitfield Traffic Circle 3. Sidewalks in the Needmore area 4. Improve the drainage in the Lark/Needmore area. 5. Improve the drainage on Trenton Road/Hazelwood Drive
Suggested locations include Get Some Coffee on Trenton and The Fallen Brewery. The dates I would like to consider include: Wednesday - 6 September- Lasiter Coffee at 5PM Sunday – 10 September – (after 1 PM) TBA Saturday – 16 September (after 1PM) TBA
Please respond with suggestions for meetings or you can share your ideas directly. I have added a few examples of how I will present our suggestions. I look forward to working with the community on these issues.

A. ORD 22-2023-24 (Z-38-2023): AG to R-2 LOCATION: A parcel fronting on the west frontage of Needmore Rd. 425 +/- feet north of the Needmore Rd. & Crestview Dr. intersection. REASON FOR REQUEST: To provide two additional lots next to the existing house. WARD: 8 ACRES: 6.26 +/- Units-17 Population 45 Lift station at max Gas and Water if more than 2 lots, Future roadway project B. ORD 23-2023-24 (Z-40-2023): R-1 to AGC Agricultural Commercial District LOCATION: A portion of a tract of land fronting on the north frontage of Pollard Rd. 680 +/- feet west of the Pollard Rd. & Dominion Dr. intersection. REASON FOR REQUEST: To provide an event center. WARD: 4 NUMBER OF ACRES: 1.10 +/- Mr. Gray addressed the planning commission and indicated he originally built this as a shop for his father who has since died. He did not understand the zoning requirements but would like to create an event center for 50-70 people to gather and enjoy the country setting in North Clarksville. He will do what is needed to bring it to standards and follow the rules. No malice intent. He decreased the available property to support the request and protect the neighborhood. C. ORD 24-2023-24 (Z-47-2023): R-3 to R-4 LOCATION: A parcel located west of the Beech St. & Mitchell St. intersection. REASON FOR REQUEST: Demolish existing triplex and plat for 12 townhomes. WARD: 4 ACRES: 1.01 +/- Units: 12 Population: 32 D. ORD 25-2023-24 (Z-48-2023) REQUEST: R-3 to R-4 LOCATION: A tract of land located at the northwest corner of the western intersection of Airport Rd. & Tandy Dr. REASON OR REQUEST: To be developed into a multi-family development. WARD: 1 ACRES: 2.30 +/- Units: 27 Population: 72 There are known drainage issues and the number of units will be lower. E. ORD 26-2023-24 (Z-49-2023) REQUEST: R-4 / AG to R-5 LOCATION: Two parcels fronting on the east frontage of N. Whitfield Rd., 675+/- feet north of the Whitfield Rd. & Needmore Rd. intersection. New Business/Finance
Items A through G (Ord 16-19 2023-24) under the finance committee are ordinances where developers are donating property and sewer pump stations for new subdivisions. We are now infilling property that was recently not developed so pump stations are required. H. ORD 20-2023-24 Amending Part II ( Code of Ordinances), Title 13 (Utilities and Service), Chapter 3 ( Gas, Water and Sewer Service) The City of Clarksville relative to deposits, charges, assessment areas, 4 adjustments and installment plans. The ordinance proposes: 1. Removes deposit for water/gas for commercial and industrial (2x highest bill) and governmental entity ($500). 2. Retains the residents deposit of $150 for Water/Sewer and $200 for Gas, which is retained for 4 years. 3. Add a Credit/Debit Card Transaction Fee – 2.95% of payment (minimum fee $1.95) which we as a community have absorbed until this proposed change. This is approximately $800,000 annually. I have concerns about adding a card transaction fee to bills, with the cost of housing increasing. Many residents use credit cards to pay their bills in the wintertime to float the cost of their heating. Adding 2.95% means this cost will be added if they get behind. Adding this fee will mean that the resident will have to pay the costly 20% interest on the fee as well. We still hold the deposits of residents for 4 years before returning them without paying any interest. We are cancelling deposits for businesses, we allow adjustments for new lawns, pool filling, and pool repair. Last year we increased the rates for water and in 2023 the State legislature decreased the equalization ratio that determines the payment in lieu of taxes (PILOT) which means Gas and Water gained 1.3 million for this year. I share this information to illustrate that we have centered businesses and pool owners, our city does not need to make this business decision. We could postpone to allow wages to catch up with the cost of housing before adding to the burden many of our residents. I. REQUEST: AG to MXU-PUD Mixed Use Planned Unit Development This Item is Postponed but I am sharing because it will come up next month LOCATION: Land north of the Kennedy Rd. & Stone Bluff Way intersection, land south of the eastern terminus of Eagles Nest Ln., east of Viewmont Dr. & west of Heatherwood Trace. REASON FOR REQUEST: Black Oaks proposed mixed-use town center. WARD: 12 NUMBER OF ACRES: 95.77 +/- Here is the link to the RPC meeting:

This was referred due to following concerns: 1. This will and added 4,900 trips per day all entering on Trenton Road and traveling through neighborhoods. 2. They are not improving Kennedy Lane 3. Trenton Road is failing and will not be improved until at least 2030. 4. The Spring Creek Parkway is going to be built in two phases. The city council has only funded half of the parkway. The second phase of parkway includes a bridge and will cost 2/3 more than Phase One. 5. The total retail space of this PUD is larger than Governor Square Mall 6. The developers indicated that they would wait until both phases were completed before building the PUD.
