| All Things Water: From Pure Drinking Drops to Pools |
Uptown Normal is reawakening to the wonders of spring as the rains come, the trees turn green and the weather warms. Soon, you'll be able to enjoy live concerts at Uptown Circle.
In April, the Council honored the winner of our second annual Water Cover Art Contest. This year's theme, "Everyone needs water; there's life in every drop," captured the community's imagination.

Normal honors Water Cover Art Contest Winner |
In 2025, the Town of Normal Water Department held its second annual Water Cover Art Contest. The contest was open to 3rd through 5th graders living in Normal or attending Unit 5 school.
More than 445 students participated. Andityaram Dhandapani, a student in Ms. Haerr's 4th grade class at Colene Hoose Elementary School, submitted the winning entry.
We appreciate the creativity and the message "Every Drop Counts."

On April 21, the Normal Town Council:
|
|
| - Authorized redevelopment agreements for the Flats 1 and Flats 3 developments located at the corner of Main and Osage.
- Approved an intergovernmental agreement with the Bloomington and Normal Water Reclamation District for Wastewater Treatment allowing continued pretreatment for Town wastewater discharges.

Authorized the filing of the Town’s Community Development Block Grant (CDBG) 2025-2029 Consolidated Plan and Annual Action Plan for Program Year 2025. This program develops viable communities through the provision of decent housing, suitable living environments, and expanded economic activities for low-to-moderate-income and underserved individuals and families.

Rejected all bids for the paving and electrical work at the proposed Sculpture Park at One NormalPlaza. The Town is reviewing the scope of the project.
- Honored Chemberly Harris for her years of service to the citizens of Normal as a member of the Normal Town Council by passing a resolution of appreciation and commendation.

| In 2024, the Town of Normal pumped nearly 1.44 billion gallons of water to the residents of Normal. That averages 3.94 million gallons
per day (MGD).

Progress Report: Normal Public Library |
|
|
Normal Public Library renovations continue, with plans to (hopefully) re-open in July. Renovations include:
|
- An updated space for teens
-
Beautiful mural in Children's Discovery Room and updated Children's Service Desk
- All-ages makerspace
- Updated lighting, cabinets and countertops
|
The Normal Public Library staff is excited to welcome the community back to the library! Stay tuned!!

B-N School Resource Officers Receive National Recognition |
Bloomington-Normal School Resource Officers (SRO) were recently honored with the prestigious National Association of School Resource Officers Model Agency Award!
This national award recognizes agencies excelling in school-based policing. The Bloomington-Normal SRO Team stood out for being a truly one-of-a-kind collaboration between two independent law enforcement agencies -- the Bloomington Police Department and the Normal Police Department -- serving in partnership with Bloomington District 87 and McLean County Unit 5 Schools.
