Rusty Whitfield has been a valued member of the Metro South CID board for six years. His work as the facility manager at Depot Connect International (formerly Quala) has equipped him with in-depth knowledge and experience within our district.
Depot Connect International is a cargo tank maintenance and wash facility located 4367 Old McDonough Road with eight washing bays and sees roughly 40-50 trailers a day. Prior to DCI’s purchase, the property was owned by Phillips Petroleum, another tank wash facility which was built nearly 35 years ago. Because of the trucking aspect of the business, choosing a location near the interstate was advantageous.
Whitfield thinks that being an active member of the CID benefits businesses by being a bigger voice with DeKalb County representatives and others who serve the community. He believes that the CID has done a great job maintaining relationships with government officials and keeping the corridors well-maintained. His advice to business owners within the CID is to come to meetings and get involved by voicing issues, concerns and reporting what needs to be repaired. As more businesses move to the district, they will have a greater area economic impact.

Thank you to Juliana Njoku, DeKalb County’s Director of Planning and Sustainability, for joining us at our December 10 board meeting and discussing the issues DeKalb County faces in its permitting department. She acknowledged the frustration felt with the current permitting red tape and delays experienced within DeKalb County and assured everyone that CEO Lorraine Cochran-Johnson was committed to remedying the situation.
Director Njoku stated that the department was in the process of approving new processing systems, investing in restructuring and in attracting high-quality staff. She appealed for time, patience and mercy while the department works on remedying the frustrations of the past and building solutions for the future.

As you may have heard, the South River Art Studios, located at 1300 Fleetwood Drive, suffered a devastating fire on November 12, destroying the art studios, workshops and art of more than 45 artists. The facility was comprised of multiple warehouses on four acres of unused land that provided local artists a mainstay to produce and display their work.
While fortunately no one was injured in the fire, the displaced artists are in need of resources and new space. If any of the Metro South CID members have any industrial, storage or warehouse space that could provide a temporary work space to any of these artists, please contact Larry Kaiser at larry@metrosouthcid.org.

- Security Update
The board unanimously voted to amend the patrol services contract and expand services to 40 hours. CID members have complimented the patrol officer for being responsive and deterring suspicious activity. - Thurman/Cedar Grove/Old McDonough Roads Roundabout
The roundabout planning study for the intersection at Thurman and Cedar Grove and Old McDonough Roads has been completed. DeKalb County will use the report for federal funding applications for the engineering and construction of the roundabout.

Radius Correction
MSCID has sent the Georgia Department of Transportation a sketch and cost estimate for radius corrections to the northwest corner of Thurman Road at Old McDonough Road. Through the Quick Response funding program, projects under $250,000 where no utility or right-of-way is required qualify. - Overlay District
Larry Kaiser has submitted the Overlay District edits to Kimley Horn with the first draft expected to be completed in December. The plan is to meet with DeKalb County early 2026 to discuss changes.
- Beautification and Maintenance
Check out Yellowstone’s latest beautification and cleanup efforts on Market Drive and International Park Drive. We appreciate Yellowstone’s hard work and dedication to keeping our corridors well-kept.

The CID has also partnered with Home Depot and DeKalb County to haul away the dumped tires that Yellowstone collects during its regularly scheduled maintenance and cleanup. Last week, clean-up required more than 145 man hours, a skid steer, a mini-excavator, two dump trucks and a dump trailer to load nearly 900 tires, ranging from small to large, and dispose of them at the Seminole Road Landfill – in six dump truck runs! Stay tuned for updates as this project continues.
