DRC hosting three upcoming Public Policy events: Register today to join the DRC for three Public Policy events this August: our annual Congressional Forum, a Dallas Mayor and City Council Welcome Reception, and the second edition of the State of Public Safety, presented by Texas Instruments. We’ll host Rep. Colin Allred, Rep. Keith Self, and Rep. Beth Van Duyne at our Congressional Forum Tuesday, Aug. 8, and at our welcome reception later that evening, we’ll have the chance to visit with Dallas Mayor Eric Johnson and new and returning Dallas City Council members. Then on Thursday, Aug. 31, we’ll hear from Dallas Police Chief Eddie Garcia and other top leaders at the State of Public Safety. We hope you can join us for one or all these exciting conversations.

State leaders reach property tax deal: The Texas Legislature is finally no longer in session — for now — as Gov. Greg Abbott, Lt. Gov. Dan Patrick, and House Speaker Dade Phelan reached an agreement on cutting property taxes Thursday, July 13. The $18 billion package allocates $12.6 billion toward reducing the school property tax rate for homes and businesses by 10.7 cents per $100, with the remaining funding going toward increasing the homestead exemption to $100,000. Additionally, the legislation creates franchise tax relief for small businesses, as well as a pilot program that would implement a 20% cap on appraisal increases for non-homestead residential and business properties. The average homeowner in Dallas ISD would save about $1,200 through the legislation, which voters must approve in November’s constitutional amendment elections.

U.S. House debates health funding: As the U.S. House of Representatives works on its government funding bills, an Appropriations subcommittee advanced legislation on the departments of Health and Human Services, Education, and Labor Friday, July 14, that contained $60.3 billion in sharp cuts, including reductions to the new Advanced Research Projects Agency for Health (ARPA-H) agency. The legislation must now be approved by the full committee. However, its cuts will run into strong resistance in the Democrat-controlled Senate, which is crafting its own separate, bipartisan bill.

Five-Mile Creek trail project receives federal funding: The City of Dallas recently received a $6.5 million federal grant to complete the Five Mile Creek trail project in southern Oak Cliff. U.S. Secretary of Transportation Pete Buttigieg announced the grant, part of President Joe Biden’s $2.2 billion Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program, Wednesday, June 28. The DRC has supported funding for the project, which is led by the Trust for Public Land and will help connect communities and neighborhoods across Dallas.
