There was some disappointment JAY-Z never took the stage at Sunday night’s GRAMMY Awards. Not just because of his art, but because we wanted to see how or if he would respond to Donald Trump’s tweet saying, “Somebody please inform Jay-Z that because of my policies, Black unemployment has just been reported to be at the LOWEST RATE EVER RECORDED!” This was 45’s response to an interview the hip hop mogul did with Van Jones on CNN Saturday night. Somebody please inform the president that he is not doing a good job of squashing those rumors about his TV viewing habits. But who did make an appearance at last night’s GRAMMYs? Hillary Clinton. She joined other celebrities in reading passages from Michael Wolff’s Fire & Fury. And who was in the audience? Senator Orrin Hatch (R-UT). His office said, “Senator Orrin Hatch, writer of laws but also songs, enjoying Childish Gambino, Lady Gaga, Kendrick Lamar, and more at the 60th annual Grammy Awards.” True story. Now to the Beltway’s own red carpet event -- Donald Trump’s first State of the Union. The president is expected to strike a unifying tone tomorrow -- that’s if he sticks to the script. He will call on Congress to spend at least $1 trillion on infrastructure. And he will use the speech to lobby millions of viewers on behalf of his plan to make a series of changes to the nation’s immigration system while granting citizenship to as many as 1.8 million young immigrants. But his proposal also includes $25 billion for a border wall and border security, and would restrict family-based immigration and end the diversity visa lottery program. Meanwhile, Congressman Gregory Meeks (D-NY) joins the list of lawmakers boycotting tomorrow. And Senator Ted Cruz (R-TX) might miss next year’s SOTU. His challenger, Congressman Beto O'Rourke (D-TX), raised more than $2.4 million in the last three months of 2017; Cruz raised just over $1.9 million in the same period. Lastly, former Florida Congresswoman Corrine Brown reports to a minimum-security Central Florida prison camp today to begin a five-year federal sentence. Rubio Fires CoS for “Improper Conduct”
Senator Marco Rubio (R-FL)
has fired his Chief of Staff, Clint Reed, after allegations of “improper conduct” that violated office policies were brought to Rubio’s attention on Friday. The Senator’s office refused to disclose additional details about what that conduct entailed out of respect for those victimized by Reed’s conduct. “I was made aware, for the first time, of allegations of improper conduct by my Chief of Staff while under the employment of my office. ... I had sufficient evidence to conclude that while employed by this office, my Chief of Staff had violated office policies regarding proper relations between a supervisor and their subordinates. I further concluded that this led to actions which in my judgement amounted to threats to withhold employment benefits.” Reed had been with Rubio since December 2016. More here.
Catherine Cortez Masto Writes Trump About Marijuana Policy

joined Senator Elizabeth Warren (D-MA) and Congressman Jared Polis (D-CO) in a bipartisan letter to Donald Trump requesting that he urge AG Jeff Sessions to reinstate the Cole Memorandum, saying that doing so would create a pathway to a more comprehensive marijuana policy that respects state interests. Earlier this month, Sessions replaced that Obama-era policy -- which directed the federal government to avoid prosecuting state-legalized marijuana -- with a new memorandum that provides “prosecutorial discretion” to U.S. Attorneys, and states that “marijuana activity is a serious crime.” The lawmakers wrote, “These new policies have helped eliminate the black market sale of marijuana and allowed law enforcement to focus on real threats to public health and safety. This action by the Department of Justice has the potential to unravel efforts to build sensible drug policies that encourage economic development as we finally move away from antiquated practices that have hurt disadvantaged communities.” To date, nine states (AK, CA, CO, ME, MA, NV, OR, VT, and WA) and DC have passed their own laws allowing for the recreational adult use of marijuana. Dozens more have passed laws decriminalizing marijuana, or allowing for medicinal use. More here.
Kamala Harris Intros Music Modernization Act
Senator Kamala Harris (D-CA)
joined a bipartisan group of Senators to introduce legislation they said would be the “most significant change in music licensing laws in decades” to ensure songwriters are paid fair value for their songs. The Music Modernization Act would set up a new simplified licensing entity to make it easier for digital music companies to obtain a license and play songs. The entity will also ensure songwriters are paid the royalties they are owed. “Just because some of our greatest music comes from previous decades doesn’t mean our music licensing laws should,” said Harris. “By modernizing how we compensate artists and distribute their music, this bipartisan legislation will benefit both the Californians who produce today’s hits and the innovative technology companies who bring that music to their fans.” Congressmen Ted Lieu (D-CA) and Hakeem Jeffries (D-NY) introduced the House version of the bill earlier this month. Cummings and Engle Want to Know If State Dept. Targeted Obama-Era Staff

, Ranking Member on the House Oversight Committee, and Congressman Eliot Engel (D-NY), Ranking Member on the House Foreign Affairs Committee, sent a letter to the State Department's Inspector General on Friday asking them to look into allegations that certain employees were unlawfully targeted for political reasons for their work under the last administration, CNN reports. "Our staffs have been made aware of credible allegations that the State Department has required high-level career civil servants, with distinguished records, serving administrations of both parties, to move to performing tasks outside their area of substantive expertise. ... At the very least, this is a waste of taxpayer dollars. At worst it may constitute impermissible abuse and retaliation," the lawmakers wrote. Read more here.
Bobby Scott Hopeful on Sessions and Criminal Justice Reform
Congressman Bobby Scott (D-VA) told Axios that he hasn't given up hope on AG Jeff Sessions coming around on sentencing reform. While still in the Senate, Sessions helped pass the Fair Sentencing Act, which improved the racial disparity in cocaine crime sentencing. Scott said prison reform without sentencing reform doesn't do enough to address racial discrimination, arguing that the kind of crimes that receive the harshest penalties disproportionately affect African Americans. According to the NAACP, Blacks and Hispanics were more than half of incarcerated Americans in 2015, despite only comprising 32% of the U.S. population. More here.
Mark Takano Wants to Know How Much You’re Paying for Auto Insurance
Congressman Mark Takano (D-CA) last week introduced legislation to increase transparency and study racial disparities in the auto insurance market. The FAIR RATES Act of 2018 directs the Federal Insurance Office at the Treasury Department to collect ZIP Code-level data from large auto insurance companies, publicly disclose that data, and submit an analysis to Congress on the impact of race on insurance prices. A recent ProPublica report found that some large insurers charge drivers in minority neighborhoods as much as 30% more than other areas with similar risk profiles. Much of the data used to complete the analysis came from California, Illinois, Texas, and Missouri -- which are currently the only four states to publicly disclose loss data by ZIP Code. This legislation would make it a requirement in all 50 states. “The lack of transparency in the auto insurance market makes it impossible to understand and address potential racial disparities,” said Takano. “This legislation is an important step to determining whether minority drivers are being unjustly overcharged for insurance premiums because of reasons unrelated to risk.” More here.

Trump Nominates HBCU Grad to Tax Court
Donald Trump last week announced he intends to nominate Courtney Dunbar Jones to the U.S. Tax Court. Dunbar Jones is currently a Senior Attorney in the Tax-Exempt and Government Entities Division in the Office of Chief Counsel at the IRS. If confirmed, she will assume the position left vacant by the 2016 retirement of Judge John O. Colvin. The Y2K Hampton graduate completed law school at Harvard in 2004 and worked as an Associate at Bird, Loechl, Brittain & McCants, LLC in Atlanta. After that, she came to the nation’s capital as an Associate with Caplin & Drysdale, before eventually landing at the IRS. Her nomination is currently pending before the Senate Finance Committee. Neera Tanden Heads Down Under
Center for American Progress President Neera Tanden is needed down under. The Australian Labor Party is seeking her advice as they gear up for their next federal election. The former advisor to Barack Obama and Hillary Clinton will be on the guest list for a special conference of international progressive leaders in Sydney on February 24th. She will be joined by Tom McMahon, former Executive Director of the DNC, and Britain's longest-serving female MP, Harriet Harman. Conference organizers say they will canvass new policy ideas and campaign methods. PM Malcolm Turnbull, a member of the Liberal Party, is weighing whether to pull the trigger on an early election sometime later this year or wait until 2019. Current opinion polls suggest that if a snap election were to be held now, a Labor government could take office. The next Australian federal election will elect members of the 46th Parliament of Australia. The next election must be held between August 4th, 2018 and May 18th, 2019 for half of the Senators (from the States) and on or before November 2nd, 2019 for the House of Representatives and the Senators from the territories. The University of California-Berkeley graduate had worked on Capitol Hill in the office of Congressman Rubén Kihuen (D-NV) as a Legislative Correspondent handling the foreign affairs and defense portfolios for the office. Prior to this position, she was a Staff Assistant and Legislative Aide with then-Congressman Xavier Becerra, currently the AG for California. Jones Jumps In Race to Succeed Conyers 
Detroit City Council President Brenda Jones (D) announced on Friday that she is jumping in the race to replace former Congressman John Conyers Jr. The Wayne State University grad was first elected to the City Council in 2005, and she's been its President since 2014. She faces a packed field: as we told you last week, John Conyers III, whom the elder Conyers threw his weight behind when he announced his resignation, filed his statement of candidacy for the seat. Democratic state Senators Ian Conyers and Coleman Young II, and attorney Michael Gilmore have also announced their candidacies. Michigan state Representative Sherry Gay-Dagnogo (D) is expected to announce her candidacy as soon as today. You know we’ll keep you posted. More here.
Civil Rights Pioneer Runs as Independent in Mississippi Congressional Race
Raylawni Branch
was one of two Black students to integrate the University of Southern Mississippi in 1965. Now the 76-year-old is running for Congress. Running as an independent in Mississippi's 4th Congressional District, she’s hoping to unseat Republican Steven Palazzo, who has held the seat since 2011. "I really do not think, with all due respect, he is thinking," Branch said. "And that's my purpose. I want to be a thinker." Branch last year said she would run against Palazzo if no one else did. Even though a Democrat, Republican and another Independent have said they too plan to run, Branch said she is forming her campaign plan and preparing to file in the coming days. Her main focus, she says, is to highlight her key issues. "If you educate people, they will be able to work," she said. "If they work, they will be able to have good healthcare. And the other is our environment, our infrastructure.” Branch has quite a testimony. Her family moved from Hattiesburg to Chicago when she was young and they were homeless two or three times, living in a park. She went to schools that were predominantly white where the teacher never spoke to her. She returned to Mississippi and became active in the NAACP. FL to Vote on Restoring Voting Rights to Former Felons
Florida voters will decide on a ballot initiative restoring voting rights to more than one million former felons this November. The proposed constitutional amendment last week reached the 766,200 petition signatures required to go on the ballot. The Voting Restoration Amendment, which the state is expected to certify soon, would automatically restore rights to citizens convicted of felonies who have completed their prison sentence, parole, and probation. Only those convicted of murder or felony sexual offenses would be excluded. Currently, roughly 1.6 million Florida citizens -- about one in four African Americans -- are barred from casting a ballot. Omarosa Joins Big Brother
The reality TV villain turned ousted White House staffer is returning to familiar grounds. Omarosa is set to enter the Celebrity Big Brother house. The former Director of Communications for the Office of Public Liaison officially left her post on January 20th. She’ll be joined by actresses Shannon Elizabeth and Keisha Knight Pulliam, singer Mark McGrath, and reality TV personality Brandi Glanville -- all of whom will be moving into the Big Brother house this week. The newest version of the longtime reality series will air for 13 nights on CBS, premiering on February 7th and running until February 25th. Question: Which will have more drama in February? Univisión promoted Jessica Rodríguez to President and COO, a new position at the nation’s leading Spanish-language media company. She was most recently the company’s Chief Marketing Officer -- a position she assumed in 2014. She’ll continue in that role, overseeing research, consumer branding and messaging, corporate marketing, branding initiatives and campaigns. As COO, she’ll oversee daily operations of Univisión Communications, Inc.’s television networks, including Univisión, UniMás, and Galavisión. She has held a number of leadership positions with the company, including SVP of News. She began her career at UCI as an intern in LA and later moved to Puerto Rico, where she helped launch and lead the station to a leading position in the market. “I am excited to build on my role with UCI by expanding my impact at the Networks,” Rodríguez said of her new role. “No company is better positioned than UCI to serve a diverse, rising America.” The Stanford University graduate earned her MBA from Fordham University. The Congresswoman will appear on BET right after the SOTU on Tuesday night, and then on Wednesday evening, Rye will present a SOTU rebuttal in the form of a primetime hour on BET for Angela Rye’s State Of The Union, part of a broader partnership announced just days ago between Rye and the network. Rye will speak with several activists and elected officials who will analyze Trump’s first year in office on the program, and discuss building “Black politics and the value of engagement across today’s socio-political landscape." Jemele Hill Heads to The Undefeated
Jemele Hill is leaving her post at ESPN's SportsCenter and headed to be the Chief Correspondent and Senior Columnist for The Undefeated -- the ESPN vertical dedicated to race, culture, and sport. She will do occasional pieces for E:60 and will provide commentary for programs including SportsCenter, Outside the Lines, Around the Horn, Highly Questionable, Pardon the Interruption, and various radio programs and podcasts. Her last day on the SportsCenter desk will be Friday, February 2nd, two days before the Super Bowl. Michael Smith will host the program on his own, as he did when Hill was suspended last October for her NFL tweets. Hill is one year into a lucrative four-year deal with ESPN. The Michigan State graduate is said to earn a seven-figure salary at the network. More here.
Marc Morial Pushes for African American NFL Ownership
National Urban League’s Marc Morial is urging the NFL to consider an African American ownership group for the Carolina Panthers. He made the request this week in a letter to NFL Commissioner Roger Goodell. “At present, there are no African Americans in that very exclusive club of NFL owners,” Morial wrote. “I write ... to make it abundantly clear that we believe that it is time for a change.” Panthers owner Jerry Richardson, who founded the Panthers 25 years ago, said in December that he’d sell the team at season’s end. The statement came after Sports Illustrated reported that the 81-year-old owner had paid settlements to four employees over allegations of sexual and racial workplace misconduct. Among possible buyers is at least one group of Charlotte business leaders. Félix Sabates, a minority owner of the Charlotte Hornets, is part of one group. Forbes magazine has valued the franchise at $2.3 billion. In his letter, Morial invoked the Rooney Rule: “The NFL’s work in advancing the Rooney Rule has changed the landscape for African American Head and Assistant Coaches,” Morial wrote. “The remaining frontier is simply ownership.” Other names that have surfaced as possibilities include P Diddy, Charlotte native and NBA star Steph Curry, and Colin Kaepernick.
