FHA Mortgagee Letter 2019-06 Follow-up: Temporarily Suspended
A federal judge has granted an injunction delaying implementation of the Federal Housing Administration (FHA) guidance outlined in Mortgagee Letter 19-06. The judge's written motion is forthcoming and will be available on PACER. FHA has not announced a new effective date for the guidance in Mortgagee Letter 19-06.
We are proceeding with implementing the revised FHA DPA Commitment Form we announced in our July 9 eNews. 
Timeline:
  • On July 23, we will update the Minnesota Housing loan commitment system and website with the revised FHA DPA Commitment Form.
  • For lenders that use their own system to generate loan documents, we have provided the updated form to your document management contacts and document management companies. Lenders may begin using the revised form (version date 7/23/19) on July 23 and must use for new commitments as of August 1.
Updated Signature Blocks on Multiple Documents
Minnesota Housing has updated signature blocks on the following documents:
  • FHA Gift/Award Letter
  • Notice to Buyers FHA/VA
  • Notice to Buyers Conventional/Rural Development
  • Subsidy Recapture Disclosure
  • Start Up Borrower Affidavit
  • Borrower Authorization for Release of Private Information
We removed the signature line for the non-purchasing spouse.
The updated documents are in Minnesota Housing's loan commitment system. For lenders that use their own system to generate loan documents, we have provided the updated forms to your document management contacts and document management companies.
