Kamala Harris Intro Bill to EMPOWER Victims of Workplace Harassment
Senators Kamala Harris (D-CA) and Lisa Murkowski (R-AK) on Tuesday introduced the Ending the Monopoly of Power Over Workplace harassment through Education and Reporting Act (EMPOWER) to address the systemic issue of workplace harassment. While workplace harassment has impacted individuals across all industries and workplaces, recent accusations affect a disproportionate number of women in low-wage jobs and women of color. The Senators say this legislation will empower victims of harassment and put companies on notice that they can no longer protect harassers. Specifically, the EMPOWER Act will require public companies to disclose the number of workplace harassment settlements in their annual SEC filings, and prohibit non-disclosure agreements that employers require individuals to sign as a condition to receiving a job. The bill also establishes a confidential tip-line to receive reports about harassment to allow EEOC to investigate employers that continue to allow for systemic harassment. “Sexual harassment and misconduct must not be allowed by anyone and should not occur anywhere,” said Harris. “The culture of fear and silence created by perpetrators of sexual harassment in the workplace has existed for far too long and must come to an end. It’s time to address the gaps in our laws that allow this misconduct to go unpunished and keep it in the shadows.” More here.

Bob Menéndez Staff Denied Entry to Processing Center for Immigrant Families and He Wants to Know Why
Senator Bob Menéndez (D-NJ), Ranking Member of the Senate Foreign Relations Committee, on Tuesday sent a letter demanding that the Trump administration clarify why staff members of the Senate Foreign Relations Committee were prevented from touring a Customs and Border Protection (CBP) immigrant processing facility during a Congressional staff delegation visit to the San Diego-Tijuana border this past weekend. The letter comes after Senator Jeff Merkley (D-OR) was also denied access to visit an immigrant children’s shelter in Texas over the weekend. “The public has a right to know what’s happening at the border and how President Trump’s new hardline policy of tearing infants and children out of the arms of their mothers and fathers is being implemented,” Menendez said. “By denying our request—which was made with more than ample lead time—it begs the question: Why? What are they hiding? What don’t they want the public to see is going on at the border?” On May 24th, Menéndez’s staff requested a tour of the CBP facilities at the San Ysidro or Otay Mesa ports of entry on June 2nd, a full nine days before their visit. The night before the scheduled visit, DHS notified them their request was denied. In a letter addressed to Homeland Security Secretary Kirstjen Nielsen, Menéndez asks, “Why was my office’s request to review CBP operations in San Diego denied? Will you commit to working with my office to ensure that my staff can visit CBP facilities at the U.S.-Mexico border in the next month? What Members of Congress or congressional staff have been permitted or denied access to CBP operations since Attorney General Jeff Sessions announced a “zero tolerance” policy on May 7, 2018?” Read the full letter here.

Donald McEachin Intros Bill to Stop Atlantic Coast Drilling
Congressman Donald McEachin (D-VA) introduced bipartisan legislation on Tuesday which will prohibit the Department of Interior from issuing leases for the exploration, development or production of oil and gas on the Outer Continental Shelf in the Mid-Atlantic (North Carolina, Virginia, Maryland, and Delaware). The Defend Our Coast Act, introduced with Congressman Walter Jones (R-NC), is in response to the Trump Administration’s executive order issued last year overturning the prohibition of offshore drilling off much of the Atlantic coast. He says Trump and Interior Secretary Ryan Zinke’s actions directly contradict the Department of Defense’s previously expressed views that offshore drilling may well impede and hamper military readiness activities. “Offshore drilling in the Mid-Atlantic is nothing but a gift to oil and gas companies. If we open our oceans to drilling – oil and gas companies, lobbyists, and corporate executives stand to gain at the expense of American citizens,” McEachin said. “My constituents are eager for renewable energy sources, and they do not want to destroy our pristine coasts, risk accidents and hinder critical military exercises.” More here.

Michelle Luján Grisham Dem Nominee for NM Governor
Congressional Hispanic Caucus Chair Congresswoman Michelle Luján Grisham is officially the Democratic nominee for Governor in New Mexico. With most votes counted, Luján Grisham had 66.4% of the votes cast in the race, compared with Jeff Apodaca’s 22.2% and Joseph Cervantes’ 11.5%. She was targeted by her primary opponents in the final days after reports emerged that she’d misstated her income from a consulting firm, Delta Consulting, which led to criticism about the firm’s work on high-risk insurance pools. Luján Grisham addressed the issue during her Tuesday victory speech, saying, “This is one woman ... who will not let the internet trolls or the forces of dark money stop me from doing my job or doing what is right,” adding that this is “nothing compared to what lies ahead in the general election.” She now faces GOP Congressman Steve Pearce in what is expected to be a hard-hitting November election. New Mexico Prepares to Send First Native American Woman to Congress
Deb Haaland won the Democratic nomination for New Mexico’s First Congressional District on Tuesday, clearing her path to become the nation’s first Native American Congresswoman. There are currently only two Native American representatives in Congress and both are Republican men from Oklahoma: Tom Cole and Markwayne Mullin. Haaland, who is an enrolled member of the Pueblo of Laguna, chaired New Mexico’s Democratic Party from 2015 to 2017 and was the Native American vote director for Barack Obama’s presidential campaign in 2012. The University of New Mexico (UNM) and UNM Law School graduate also ran unsuccessfully for Lieutenant Governor in 2014. If elected as the next Democrat to represent the district, Haaland would also become one of the first sitting members of Congress who supports an emerging movement calling for the U.S. Immigration and Customs Enforcement agency to be abolished. Albuquerque is solidly blue, so Haaland is all but certain to win in November when she takes on the lone GOP candidate in the race, Janice Arnold-Jones. More here.

Xochitl Torres Small Wins Takes NM Congressional Primary
Las Cruces Attorney Xochitl Torres Small won the Democratic primary to become the party’s nominee for New Mexico’s Second Congressional District on Tuesday. The Georgetown grad worked for Senator Tom Udall (D-NM) when she returned to her home state. She earned her law degree from the University of New Mexico and has spent her legal career practicing natural resource and water law. The Second Congressional District has the highest population of Latinos in NM -- 27.3% -- and the state has the largest Hispanic statewide population in the country. Moreover, registered Democrats outnumber registered Republicans in the district. Should Torres Small take the seat in November, it would flip one more seat in the House. She’ll face former Republican state Representative Yvette Herrell in the general election to replace Congressman Steve Pearce (R), who is running against Congressional Hispanic Caucus Chair Congresswoman Michelle Luján Grisham (D) for Governor. California Primary Recap
State Sen. Kevin de León (D) claimed 11% of the vote and will likely move on to face Senator Dianne Feinstein (D), who claimed 44% of the vote in the November general election for U.S. Senate. The votes are still being counted, so there's a chance the number two spot could go to Republican James Bradley. State Sen. Ed Hernández claimed the second spot in the race for Lieutenant Governor and will go on to face Eleni Kounalakis. Former county prosecutor and first-time candidate, Andrew Janz (D), will face House Intelligence Committee Chairman Devin Nunes (R) in November in the race to represent California’s 22nd Congressional District. Nunes has raised $4.8 million this cycle but people of color could make up in votes what Janz lacks in funds. It’s a majority-minority district, with Latinos comprising the largest share at 44.8%, Asian Americans at 7.3% Asian, and African Americans at 2.8%. Republican Young Kim is leading in the contest for the 39th Congressional District and will face Gil Cisneros in November. The district is 34.1% White, 2.3% Black, 28.5% Asian, and 32.6% Hispanic. Barack Obama alum, Ammar Campa Najjar, claimed the second spot in California’s 50th district and will go on to face embattled Republican Congressman Duncan Hunter in November. This is another district where Latinos dominate, comprising 29.9% of the population. Campa Najjar is Arab and Latino. The rest of the district is 58.6% White, 5.1% Asian, and 2.3% Black. The district had been solidly Republican but the demographics are slowly inching toward blue. Republican candidate Omar Qudrat claimed 15% of the vote in the 52nd District and will go on to face incumbent Congressman Scott Peters (D) who held a strong 57% of the vote. Should Qudrat pull an upset, he would be the GOP’s first Muslim in Congress. Asian Americans comprise 17.9% of the district, Hispanics 12.9%, Blacks 2.9%, and 62.1% White. High-profile candidates not making it out of the primary race include gubernatorial candidates Antonio Villaraigosa and John Chiang; former Congressman Joe Baca, who attempted a comeback in California’s 35th Congressional District; Sam Jammal, an Obama alum, and Mai Khanh Tran were edged among a crowded field in California’s 39th Congressional District; Dave Min placed third in California’s 45th Congressional District; among many others. San Francisco Mayor’s Race Remains Undecided
San Francisco Board of Supervisors President London Breed appeared to be on the verge of becoming the first elected Black female Mayor of San Francisco Tuesday night. But then former state Sen. Mark Leno, who would be the first openly gay Mayor of San Francisco, emerged as the leader in the contest after the Department of Elections calculated ranked choice voting shortly after midnight. Ranked choice voting is a method used in single-seat elections with more than two candidates. Instead of voting only for a single candidate, voters in instant-runoff voting elections can rank the candidates in order of preference. The shift occurred because a majority of those who voted for Supervisor Jane Kim voted for Leno and not Breed -- nearly 80%. When Kim, who came in third, was eliminated from the field, Leno got a big enough boost to overtake Breed from Kim’s first-choice supporters. Kim and Leno had joined forces and encouraged their respective supporters to vote for the other in the number two spot to keep Breed from claiming victory. The leader of the contest could change multiple times in the coming days. We’ll keep you posted. More here.

Deval Patrick Sets Deadline to Decide on 2020 Run
Rumors about former Massachusetts Governor Deval Patrick eyeing a presidential run have been churning for months now. He says he will decide definitively by the end of the year. He’s not yet actively working the midterm election circuit because of restrictions related to his position at investment firm Bain Capital -- the venture capital firm founded by another former Massachusetts Governor, Mitt Romney. However, the former two-term Democrat plans to hit the campaign trail in a handful of races around the country this fall. In a recent interview with Pod Save America, he said, “I’ve been asked by a number of candidates to be involved ... I think it’s all hands on deck right now and there’s lots and lots of different ways to serve. Looking ahead to 2020, there’s a lot of great people in that field and I’m watching that too, watching to see who’s in and how I can be helpful.” Patrick was one of a handful of surrogates for Senator Doug Jones (D-AL) during the special election last year. Politico points out that Patrick and AG Jeff Sessions faced off in court in 1985, when Patrick was a member of the defense team in a federal criminal voter fraud case against three African American community activists and Sessions served as the U.S. Attorney for the Southern District. Obama Alum Launches New Firm
Luis Miranda has launched Ambassador Public Affairs. The Florida Atlantic University graduate was previously the Communications Director at the DNC. He resigned after Wikileaks published hacked emails to and from party staffers that appeared to show favoritism towards Hillary Clinton in the Democratic primaries. It was his second stint at the DNC. During his first round, he headed a 50-state regional communications program that helped Democrats grab Congress in 2006, and elect his future boss two years later. Miranda was a Director of Hispanic Media for the Barack Obama White House and was credited with extending access to the growing Spanish-language news media -- and vice versa. Miranda’s position was one of the first dedicated solely to the Latino press, and he’s credited with organizing the first bilingual press conference at the White House. Miranda was born in Colombia and gained citizenship under President Ronald Reagan’s 1986 immigration law. Joining him in launching the firm is fellow Obama alum Mark Paustenbach, who is a former Treasury spokesperson and DNC Deputy Communications Director. More about Miranda here.

Trump Appoints New Ambassador to Zimbabwe
Donald Trump has appointed Brian A. Nichols as the new U.S. Ambassador to Zimbabwe. A long-time member of the Senior Foreign Service, he most recently served as Senior Advisor in the Bureau of Western Hemispheres. Prior to that, he served as the U.S. Ambassador to Peru from 2014 to 2017, where he directed efforts to combat transnational organized crime. Nichols began his career in foreign service in 1989 as a Consular Officer in Lima. Since then, the 52-year-old Tufts University alum has held several positions in the State Department, including Principal Deputy Assistant Secretary of State for International Narcotics and Law Enforcement Affairs, Deputy Chief of Mission at the U.S. Embassy in Colombia, Director of the Office of Caribbean Affairs, and Counselor for Political Affairs at the American Embassy in Indonesia. He is the recipient of the 2011 Presidential Meritorious Service Award, six Superior Honor Awards, and multiple other Department of State honors. More here.

Carla Hayden to Moderate Conversation with Michelle Obama in New Orleans
Former First Lady Michelle Obama is heading to New Orleans to open the 2018 annual conference of the American Library Association, as we told you last month. On Tuesday, the organization announced that Librarian of Congress Carla Hayden will moderate a conversation with the former First Lady during the Opening General Session on Friday, June 22nd. Hayden is the first woman and the first African American to lead the Library of Congress, nominated by President Barack Obama in February 2016. FLOTUS44’s appearance is sponsored by Penguin Random House, a division of which is publishing her upcoming memoir, Becoming, which is set for release in November. Bookending the conference as its closing speaker will be Viola Davis, who has authored an installment in the popular children's book series, Corduroy Takes a Bow. The American Library Association claims more than 60,000 members. Its annual conference draws, on average, 25,000 attendees. More here.

Indian Country Today Returns
Indian Country Today (ICT), a publication focused on Native American issues, is relaunching Monday with a business model styled after public media’s cultivation of grant funding and donations from audience members. Mark Trahant, who is a veteran journalist and member of Idaho’s Shoshone-Bannock tribe, was named the publication’s new Editor-in-Chief in March. “I really want to make sure we grow slowly and sustainably,” Trahant said. Under its new direction, ICT will focus on “service, rather than making a profit.” In addition to providing original reporting from its staff, it will rely more on freelancers and other tribal news publications and will publish press releases from Native organizations. ICT will continue to earn income from advertising and will seek foundation grants to cover about 40% of costs. And its newscast for Native radio stations will come from a small studio to be built in its DC offices. More here.

MPAA Taps Arlen Valdivia As Director of Government Affairs
Arlen Valdivia has joined Motion Picture Association of America as its new Director of Government Affairs. She recently served as VP at Edelman in DC. Prior to that, Valdivia worked at the advertising firm FSB Core Strategies, formerly known as Schubert Flint Public Affairs. The 2007 UC Santa Barbara graduate, who went on to earn a Master’s from the University of Southern California, began her career in public affairs and campaign management at Cerrell Associates, rising from Account Coordinator to Account Executive. The bilingual exec, who is fluent in both English and Spanish, will be based in LA. More about her here.

Amazon has announced that Jordan Peele has signed a deal giving Amazon the first look at his ideas for television series. The move to sign the Writer and Director of the acclaimed hit Get Out is Amazon’s biggest talent-related deal since Jennifer Salke joined the company in February to run Amazon Studios. Treasury Stalls on Harriet Tubman and $20 Bill
In 2016, former Treasury Secretary Jacob J. Lew announced that the $20 bill was being redrawn, adding former slave and abolitionist Harriet Tubman to the front and moving slave owner President Andrew Jackson to the back. The new designs were expected to be unveiled in 2020. However, in a letter to Congress that was released on Tuesday, the Treasury Department praised Tubman but made no commitment as to whether she would one day be the new face of the $20. “The redesign of the next currency series is still in the early stages, and neither the final designs nor all features have been finalized for the new notes,” wrote Drew Maloney, the Treasury’s Assistant Secretary for Legislative Affairs. “For this reason, the department is unable to provide additional information regarding the potential designs at this time.” The letter was in response to a formal inquiry from Senator Jeanne Shaheen (D-NH) who took the response as a bad sign. Treasury Secretary Steven Mnuchin told CNBC last August,“People have been on the bills for a long period of time. This is something we’ll consider. Right now we’ve got a lot more important issues to focus on.” The NYT reports that the subject is sensitive to Donald Trump, who has expressed deep admiration for Jackson, a rich populist who appealed to working-class white voters when he was elected in 1828. Puerto Rico Ordered to Release All Post-Hurricane Maria Death Certificates
A judge in Puerto Rico has ordered the island’s government to release data on every death recorded on the island since Hurricane Maria devastated it in late September. The ruling comes after CNN and Puerto Rico’s Center for Investigative Reporting (CIR) filed two separate lawsuits earlier this year against Puerto Rico and its Registro Demográfico, the health department’s vital records bureau calling for the records. The Registro Demográfico has seven days to hand over copies of all death certificates, cremation authorization records, and other mortality data to CIR and CNN. After a Harvard study found that approximately 4,645 people died on the island as a result of Hurricane Maria, Puerto Rico’s Health Department said 1,397 overall deaths were reported from September to December in 2017 might be linked to the storm. “Few issues have more news value or public importance than getting more information about the people who died in Puerto Rico after a catastrophic event like Hurricane Maria, particularly in the context of the controversy surrounding the number of certified deaths the government has linked to the storm, and to point out deficiencies in the government’s hurricane preparation and response,” Superior Court Judge Lauracelis Roques Arroyo wrote in her ruling. “The truth will contribute to and ease the process of recovering from the great pain that Hurricane Maria caused to thousands of Puerto Rican families.” More here.
