Independence Care System was founded to provide individualized long-term managed care services to people with physical disabilities and chronic conditions who need help to live independently in their communities. Our founders and leaders are disability advocates, policy experts and social entrepreneurs.
At ICS, we don’t answer to shareholders; we answer to our conscience and to our members – thousands of adults with physical disabilities and seniors who face health challenges as they age. We also answer to their loved ones and family members.

ICS Specialized Services

ICS members have access to a wide range of special programs and services provided by staff members who have developed distinct knowledge and skill in areas including: spinal cord injury, multiple sclerosis, dementia, pressure ulcer care and management, and women’s health services, among other areas. Our community-based wheelchair evaluation, purchase, maintenance and repair program, staffed by rehabilitation and occupational therapists and trained wheelchair technicians, is unmatched in New York City.

ICS also has New York City’s oldest and most developed consumer-directed care program, allowing members using the service to hire, train, and supervise their own personal care aides. In addition, our members enjoy a wide range of creative arts and social programs, special events and trips. Provider Spotlight: Dr. Gregory Oselkin, DDS

“I inherited my passion for dentistry from my mother, who was a practicing dentist in both Moscow and New York for 40 years,” says ICS provider Dr. Gregory Oselkin. “After graduating from Moscow University and NYU Dental School, I started my own private practice as a general dentist in Brooklyn. Thirty years later, we have grown to have office locations in Queens and Manhattan, offering general dentistry in three of New York City’s boroughs. “We have deep experience serving patients with disabilities, and our offices comfortably offer services to members speaking English, Spanish, and Russian languages.” {read more}

How to Make a Referral

We're proud that many ICS members are referred by current members and their families
Want to refer someone who could benefit from ICS’ services? Our new online referral system makes it easy to provide us with the required information, and any additional details you wish. It also means better service, allowing our Intake Department to quickly contact your clients to begin the enrollment process. 
Key features of our new system include:
  • Client information that is encrypted and hosted internally to protect personal health information
  • Enables you to receive email confirmation of your referral
  • Allows you to upload forms (face sheets, client medical records, etc.)
  • A notes section that allows you to input any special instructions

Find What Your Need on Our Website

The ICS website is a great source of information about our plans. In the sections for providers you will find answers to questions about plan benefits, claims, care plans, hospitalizations, New York State-mandated training, interdisciplinary teams and much more. All information for ICS plan providers can be found under the “Our Plans” tab on our website.
Our website also has many printable resources for family caregivers and organizations who work with seniors and people with disabilities. There are tip sheets on topics including: caring for a family member with dementia; wheelchair maintenance; preventing falls and pressure ulcers; and how to have a good relationship with your home care provider. Each of these are available under the “About Us” tab of our website, in the publications and video section, along with brochures and other useful items in a number of languages.

Meet ICS Member Veta Walters

At 110 years, ICS member Veta Walters has lived a lot. While physically frail, Veta emanates warmth and still has the spirit to tease her doctor, who visits her regularly at home.
Asked why she believes she has lived so long, Veta told us, “Because people have always taken good care of me. My mother, whose name was Rosa, really took good care of me. And now she takes good care of me,” Veta added, pointing at her ICS social worker. {read more}
ICD-10 Information
On October 1, 2015, ICS will transition from using medical coding ICD-9 (International Classification of Diseases, Ninth Edition) to ICD-10. ICD-10 coding applies to all ICS providers who currently use ICD-9 coding.
