Welcome to Friday, folks. It’s going to be a nail biter, and the showdown will be in the Senate. The upper chamber has until midnight to vote to keep the government open, and it’s not looking good. Despite the House passing a fourth Continuing Resolution, in which the GOP included a six-year funding deal for the Children’s Health Insurance Program in an attempt to force Democrats to vote for the deal, the Senate could barely get a vote to adjourn last night, let alone a vote on the CR. After the morning echo chamber of the cable news outlets blasted Donald Trump for plans to head to Mar-a-Lago for a party to celebrate the one-year anniversary of his inauguration, leaving the governing to Congress, somebody in the WH thought better of it and 45’s trip was canceled this morning. Now it’s a race for votes. Speaking of race, House Minority Leader Nancy Pelosi (D-CA) is linking up with RuPaul to be a guest judge on his drag queen competition show. True story. And, the outgoing American Express CEO has joined a Board. More on that below. BTW, does anyone know if an outgoing CEO can forgive a really big AmEx bill? Lawmakers Ask for IG Investigation into Immigration Enforcement Practices
Congressmen José Serrano (D-NY) and Adriano Espaillat (D-NY), with Congresswoman Barbara Lee (D-CA), are among a group of lawmakers who Thursday called for the Department of Homeland Security’s Inspector General to investigate reports of repeated violations of Immigration and Customs Enforcement and Customs and Border Protection policies related to enforcement actions at so-called “sensitive locations” -- such as hospitals, churches, and schools. An Obama-era policy says that “enforcement actions at sensitive locations should generally be avoided.” However, members assert the guidelines have been ignored. “We believe that there is a significant lack of oversight and accountability within these agencies in carrying out enforcement actions at sensitive locations,” the legislators wrote in a letter to DHS Acting Inspector General John Kelly. “Without significant changes, enforcement actions at sensitive locations will continue to undermine the health and safety of immigrants and their families- regardless of their underlying immigration status.” Back in October, 84 members of Congress sent a similar letter to DHS and the department responded that they found significant gaps in oversight but offered no further follow up, so now lawmakers want the IG to step in. Menéndez Intros Two Bills Promoting Workers’ Rights
Senator Bob Menéndez (D-NJ) introduced two bills on Tuesday aimed at promoting workers’ rights and human rights in developing countries around the world. The Labor Rights for Development Act, which is co-sponsored by Senator Sherrod Brown (D-OH), would require developing countries to meet basic standards of labor rights protection in order to receive preferential access to the U.S. market. The bill would require countries to eliminate child labor, recognize the right to collective bargaining, and provide acceptable wages and hours of work, and a safe and healthy work environment. The Anti-Trafficking Trade Act, co-sponsored by Senator Rob Portman (R-OH), would suspend certain trade benefits for countries that do not take steps to combat human trafficking. “These two bills are necessary in order to encourage developing countries to increase their standards, promote human rights and protect the rights of their workers,” said Menéndez. “The United States should not be granting trade benefits to countries who exploit their workers and have no regard for human rights. Doing so only serves to fuel the outsourcing that has already cost millions of American jobs.” More here.
Ro Khanna Calls On Trump Admin to Prioritize Military-to-Military Communication With North Korea
On Thursday, amid growing concerns and escalating tensions with Pyongyang, Congressman Ro Khanna (D-CA), a member of the House Armed Services Committee, led more than 30 bipartisan members in sending an urgent letter to the Trump administration, calling for re-establishment of military-to-military communication. “The United States (U.S.) should do all in its power to avoid misunderstandings that could lead to nuclear war,” the lawmakers wrote. They express strong support for recent developments that have led to North Korea’s decision to agree to talks with South Korea and to reopen a military hotline with South Korea. “We must take these necessary steps to minimize the risk of war and miscalculation. It’s imperative to our nation’s national security to push for diplomatic efforts with North Korea and ensure President Trump cannot attack North Korea without prior approval of Congress,” said Khanna. Other signatories of the letter include members Raúl Grijalva (D-AZ), Barbara Lee (D-CA), Keith Ellison (D-MN), Sheila Jackson Lee (D-TX), Eleanor Holmes Norton (D-DC), Pramila Jayapal (D-WA), Hank Johnson (D-GA), Colleen Hanabusa (D-HI), Luis Gutiérrez (D-IL), Judy Chu (D-CA), Bobby Scott (D-VA), David Scott (D-GA), Bobby Rush (D-IL), among others. Ken Chenault Named to Facebook’s Board of Directors
Facebook has named Ken Chenault to its Board of Directors. The American Express CEO, who is set to retire from his post at AmEx next month after serving in the position for 15 years, was the third Black CEO named to a Fortune 500 company. With his departure in February, the number dwindles to two. As The Beat DC reported last year, members of the Congressional Black Caucus had previously urged Facebook executives to diversify their board. Congressman Emanuel Cleaver (D-MO) along with Congresswomen Bonnie Watson Coleman (D-NJ) and Robin Kelly (D-IL) sent a series of letters to Facebook’s COO Sheryl Sandberg, encouraging the company to recognize that it needed to do more to include minorities and women within its workforce, especially in leadership positions. Chenault, a graduate of Harvard Law School, will officially join the board on February 5th, becoming the first non-white member. “I have enjoyed our conversations over the years. I'm very excited about working with you, the board and the team to make a meaningful difference in peoples' lives,” said Chenault, responding to a Thursday Facebook post by CEO Mark Zuckerberg about the appointment. Meet the 2018 Knight Visiting Fellows
The Nieman Foundation yesterday announced the nine 2018 Knight Visiting Fellows. Each will spend time at Harvard University to work on an innovative project designed to advance journalism. Cynthia Hua, a San Francisco-based freelance journalist who previously worked at Facebook and BuzzFeed, will explore new approaches to measuring success for online video news. Jonathan Jackson, most recently a Co-Founder and Head of Corporate Brand for Blavity, will build a framework for a comprehensive study of Black media, focused on digital properties, social influence and the impact of a burgeoning Black creative class. Shaheen Pasha, Assistant Professor at the University of Massachusetts Amherst, will research prison education programs across the country. Her goal is to create an immersive teaching and reporting model for university journalism programs to partner with prisons in creating journalism curriculum for inmates. BBC News’ India correspondent and features and analysis editor, Soutik Biswas, will examine digital and non-digital methods and tools to counteract fake news in India. Azad Essa, a journalist with Al Jazeera and co-founder of the South African news portal The Daily Vox, will investigate innovative and cost-effective ways in which online news sites can reach rural audiences in South Africa. Federal Communications Commission Chairman Ajit Pai announced the appointment of Nirali Patel as Special Counsel. Before joining Pai’s office, the UNC-Chapel Hill and American University Washington College of Law grad was a Legal Advisor to FCC Commissioner Brendan Carr, where she advised on media, wireless, public safety, international, consumer protection, and enforcement matters. Before joining the FCC in 2017, Patel was Counsel in the Technology, Media, and Telecommunications practice of Hogan Lovells US LLP. She also served as a Deputy Chief in the Competition Policy Division of the Wireline Competition Bureau. Former NYC Council Speaker Joins Latino Victory Fund
Former NYC Council Speaker Melissa Mark-Viverito is joining the Latino Victory Fund as a Senior Advisor. The 48-year-old Puerto Rico native most recently led a 51-member legislative body in a city where Latinos are more than 30% of the population. In her role as Senior Advisor, Mark-Viverito will identify and recruit rising Latino leaders and expand the organization’s fundraising and infrastructure in key states. “Melissa has worked closely with us to engage, inspire, and support Latino candidates,” said Latino Victory President Cristóbal J. Alex. “Her leadership is invaluable to a new generation of Latinos running for office across the country.” The 1991 Columbia University graduate earned her MPA from Baruch College in 1995. Democrats for Education Reform and Education Reform Now have named Erika Soto Lamb as their new National Director of Strategic Communications. Most recently, she was the founding Chief Communications Officer at Everytown for Gun Safety, where, in the wake of the Sandy Hook school shooting, she helped build the largest gun violence prevention organization in the country that includes Moms Demand Action for Gun Sense in America and the Michael Bloomberg-founded Mayors Against Illegal Guns. Before that, she served as a Director at The Raben Group after serving as a VP at the PR firm, Ketchum. Earlier in her career, Erika focused on media relations and message development for political campaigns, and public and private sector clients. Telemundo International President Named to New Position

, President of Telemundo International and Telemundo International Studios, has been named President of the newly created Telemundo Global Studies, a consolidation of all the NBCUniversal Telemundo Enterprises’ domestic and international production units. Effective immediately, Santana will oversee Telemundo Studios, Telemundo International Studios, and Telemundo International, including any co-production partnerships. Santana has been with NBCUniversal Telemundo Enterprises since 2007 when Telemundo acquired its foreign distributor Tepuy International Corp., where Santana was President and CEO. In the new arrangement, Luis Silberwasser will continue as President of Telemundo’s U.S. networks and both men will report to César Conde, Chairman of NBCUniversal International Group and NBCUniversal Telemundo Enterprises. The NFL and the Hispanic Heritage Foundation (HHF) have partnered with Nationwide to launch the NFL Hispanic Leaders Alliance. The Alliance will feature webinars, events, and continued dialogue to help shape the NFL's engagement and outreach with the Hispanic community. Tenure Ends for First Black Male President of NPC
After being elected last year as the first African American male President of the National Press Club in the group’s 108-year history, Jeff Ballou’s term came to an end this week. Ballou, a news editor at Al Jazeera Media Network, was a staunch defender of the press having a more prominent presence on many social media platforms. The member of Alpha Phi Alpha Fraternity, Inc. said, “An overarching challenge that remains in the arena of press freedom is combatting the Trump White House’s weaponized attacks on journalists ... We must be relentless to combat this flood of falsehood because citizens everywhere count on the truth to vet even the very basics of life and governance.” During his tenure, Ballou built stronger partnerships with the White House Correspondents Association, Reporters Without Borders, the Committee to Protect Journalists, the Reporters Committee for the Freedom of the Press, and the Society of Professional Journalists. “Recognizing my role in club history as your first African-American male President, and hopeful that one day, the National Press Club will hopefully no longer have to (sic) any more ‘firsts’ to hold the chair,” Ballou wrote in a farewell note to colleagues. Roland Martin and Nina Turner on Black Lightning
The comic book series Black Lightning gave the CW Network its strongest premiere in two years. Audiences were treated to two cameo appearances by real-life activists carefully placed in the episode. Our Revolution’s Nina Turner as well as commentator Roland Martin both appeared as themselves in the premiere episode, The Resurrection. Turner appeared during the show's first act, and a bit later in the episode, Martin appeared on a news program running in the background of a few scenes, talking about the importance of Black Lightning as well as commenting on the inequality of even the superheroes in Black Lightning's world. Martin notes that other cities have heroes, but Freeland's African American Black Lightning is the one treated as a criminal. Series creator Salim Akil told reporters during the 2018 Television Critics Association press tour that creating an authentic series was paramount and personal for him. "I just drew from my life ... It came naturally. It wasn't a choice made out of, 'Hey this is what we want to say.' It came out of a choice of, 'This is what I know, and this is what we know so let's do what's real." More here.

Will Hurd Gets Help from VP Mike Pence
Congressman Will Hurd (R-TX)
is facing a tough re-election this year, so the only Black male Republican in the House is getting some help from the White House. VP Mike Pence is launching a cross-country campaign tour aimed at boosting Republicans, such as Hurd, who are confronting an increasingly perilous 2018 midterm election. In April, Pence is slated to take over a dozen political trips and Hurd’s Texas district, which includes the largest part of the Mexico border in the state, is on the list. After serving ten years in the CIA, Hurd unseated Democrat Pete Gallego in 2014 and has struggled to hold the district ever since. Hurd refused to endorse or vote for Donald Trump in 2016 saying, “Until the presumptive nominee shows he can respect women and minorities and presents a clear plan to protect our homeland, I am going to reserve my endorsement. I hope in the next seven months he can show this because I am not supporting Hillary Clinton.” He is facing one primary opponent in the March contest -- Dr. Alma Arredondo-Lynch, a dentist -- whose campaign has yet to gain any traction. Chaka Fattah Appeals Sentence
Lawyers for ex-Philadelphia Congressman Chaka Fattah went before a panel of three federal judges on the U.S. 3rd Circuit Court of Appeals to argue that the former lawmaker should have been acquitted on several counts and given a new trial on the rest. Attorney Bruce Merenstein argued that there wasn’t a good enough reason to dismiss a juror who is said to have screamed at his counterparts and vowed to cause a hung jury during Fattah’s trial. The appeal also draws upon a recent U.S. Supreme Court decision that tweaked the legal definition of a corrupt act and has enabled some politicians to have their convictions tossed out in similar cases. Roughly a year ago, Fattah was sentenced to ten years behind bars for leading a group of white-collar criminals who stole hundreds of thousands of taxpayer dollars and charitable donations. He is being held in a medium security facility in northwestern Pennsylvania near the New York border. More here.

Becerra Threatens Businesses with $10K Fine for Sharing Worker Info with Immigration Authorities
California’s Attorney General Xavier Becerra put businesses on notice that they face up to a $10,000 fine if they illegally share information about their employees with federal immigration officials. He issued the warning Thursday at a news conference after the San Francisco Chronicle reported that federal ICE officials in San Francisco and other Northern California cities would target immigrants there in a strike against the sanctuary state. Officials hope to net about 1,500 undocumented immigrants, according to the report. “Regardless of what the rumors are, the law is the law, the Constitution is the Constitution, and people have rights,” Becerra said. The former Congressman called for “mutual respect” between state and federal authorities and said he hoped federal officials would follow federal law and the Constitution, and would respect state law. And he alerted employers. Under a new state law, “no one — but more specifically, employers — [can] voluntarily give up ... employees’ rights to privacy,” Becerra said. “If you do so, you are subjecting yourselves to fines — up to $10,000 for violations.” More here.
Administration Report on Terrorism Tries to Justify Tougher Immigration Stance
The Intercept is calling foul on a new report from the departments of Justice and Homeland Security which cites an overwhelming number of people convicted of international terrorism charges in the U.S. from 2001 to 2016 have been born outside of the United States, which appears to bolster Donald Trump’s argument for tougher immigration standards, particularly from Muslim-majority countries. The report says of the 549 convictions for international terrorism-related charges since the 9/11 attacks, 254 were not U.S. citizens and 148 were naturalized citizens -- that total of 402 suggests the threat of terrorism is far greater among those born outside the United States (the remaining 147 were born in the U.S.). But look at the fine print. The 549 number comes from a DOJ National Security Division list that has changed over the years, from 403 one year to as much as 627 three years ago. The Intercept says the new report doesn’t explain the discrepancy in numbers, and that it appears the DOJ “cherry picked” numbers to suit a predetermined conclusion about Muslim-majority countries. Additionally, the report does not include domestic attacks, such as by white supremacists, as those are not charged as international terrorism. More here.

Conservative Texas Gov Wants More Black and Hispanic Supporters
Texas Republican Governor Greg Abbott sees a clear path to reelection this year. But he has other goals in mind as well. "As you probably know, we aim to increase the percentage of votes that I got among Hispanics," Abbott told The Dallas Morning News’ Gromer Jeffers. "I'll tell you what early information shows, that I hope to cement, that I'm getting increasing support in the African American community. I've been reaching out, and the outreach is paying off." Abbott has supported conservative policies like the voter ID law, redistricting maps that federal judges say violate the voting rights of Blacks and Hispanics, and he made laws against sanctuary cities a priority last year. In previous campaigns, Abbott targeted Hispanic voters, using his Latina wife to mine votes in south Texas and elsewhere. For that 2014 race, he received 44% of the Hispanic vote. He now has a $43 million campaign starter fund to back him up. More here.
Puerto Rican Doc and Congressional Candidate Defends Himself Against Attack from Fellow Dem
The congressional race in California’s 42nd district has turned ugly between two of the Democratic candidates hoping to unseat Congressman Ken Calvert (R-CA). Puerto Rico native and University of Puerto Rico grad Dr. Norman Quintero -- a mental health clinician, real estate broker, television and radio station owner, pastor, and father of eight -- is in a bitter battle with opponent Julia Peacock, who used social media to spread the word of his past arrests. She even posted his Florida police mugshot on Facebook. “Question: Would a man arrested for domestic violence who violated the restraining order and who was also arrested for cyberstalking get your vote for Congress as a protector of women? Asking for a friend,” Peacock wrote on her personal Facebook page. In February 2012, Quintero was arrested by Orlando, FL police on a charge of stalking. However, prosecutors declined to proceed with the case, and Quintero’s arraignment on the battery charge was canceled. “We live in a country in which you’re not guilty until proven by the court of law,” Quintero said. “And anyone has the right to call the police and launch any type of accusation.” There’s more to this story.
