Due to recent state legislation and funding changes, the Colorado Department of Early Childhood (CDEC) is now taking a more direct role in UPK statewide.
As part of this shift, several support functions previously coordinated through DPP as your Local Coordinating Organization (LCO) will now be handled directly by CDEC. LCOs will no longer exist as they did previously and the work will move to the Denver Early Childhood Council (DECC), supported by DPP through Diana Herrera (diana@dpp.org) and Maria Villegas (maria@dpp.org).

Starting July 1, 2026, providers and families should contact CDEC for:
-
Family registration, matching, and enrollment through the BridgeCare System
- Technical assistance for provider and family specific issues in BridgeCare, including account access, enrollment steps, and system related troubleshooting.
- Finding UPK tools and resources - resource bank
- Support through the Universal Preschool Help Desk
UPK support through DPP/DECC will be:
-
UPK resources (we’ll continue to send a UPK newsletter and townhall and update information on both DPP’s and DECC’s websites)
- General enrollment questions from families
- Support for providers new to UPK
-
Support and questions about Quality standards, including resources for screenings
- Any ECE system and resource questions from families and providers
In short,
CDEC will be the primary point of contact for UPK enrollment, technical assistance, and statewide program guidance.
DECC, with support from DPP, will be the primary contact for all ECE system navigation questions, anything to do with Quality Service Standards, and connecting families and providers with resources as needed.
