HRascals Newsletter: March 2016

The cherry blossoms are blooming; it is spring time!
We received great feedback from our last HRascals meeting about future topics and we would like to incorporate some of those topics into our newsletter.  For example, going forward each issue will feature a new PeopleAdmin tip and/or trick!  We will also be profiling a different member of the HR team every month so you can learn about what they do and who they are.

Overtime exemption rule changes expected soon:  On June 30, 2015, the U.S. Department of Labor (DOL) released a proposal to update the regulations governing which executive, administrative, and professional employees (white collar workers) are exempt from the Fair Labor Standards Act's (FLSA) minimum wage and overtime pay protections. Last updated in 2004, proposed changes would raise the salary threshold for non-instructional overtime exemption from $455 a week (the equivalent of $23,660 a year) to about $970 a week ($50,440 a year) when finalized later in 2016.

Please be on the look out for an HR email coming soon.  This email will talk about steps PSU is taking to prepare for the proposed changes, including the review and update of unclassified position descriptions.

1095-C Forms
1095-C forms (Affordable Care Act) will be mailed out by March 31.  It is not required to send a copy of the 1095-C to the IRS when filing your tax return, however, you should keep the form with your tax records.  Affordable Care Act FAQ's
New HR DataMASTER Reports
OIT has released a number of new DataMASTER reports, including 3 new HR reports:

Employee Managers and Time Approvers by Organization Code - H0019

Allows PSU employees to see a list of active employees in an organization, and who is set up in Banner as their manager, their primary timesheet approver, and the proxies for the primary timesheet approvers. This report is used to confirm reporting and approving structures and identify incorrect assignments.

Organizational Authority - H0017

To view who has authority in each organization to grant access to university systems.

Student Hours by Organization

This is report is used by departments to track their student hours.

New F1 On-Campus Employment Authorization Form!
The Office of International Student and Scholar Services has a new process for on-campus work 
authorization for F-1 students. All F-1 students who obtain an on-campus job will now use the On-Campus Employment Authorization/SSN Eligibility Form, available on the ISSS website under “Forms and Downloads.” http://www.pdx.edu/international-tudents/sites/www.pdx.edu.international-

This form will replace the two letters we currently use to establish work authorization. When students receive a job offer, they will no longer need to obtain an offer letter from on-campus employers.  Instead the student should request that their employer simply fill out the employment information section of the form. The form requires an original signature from the hiring supervisor in order to be valid at the Social Security Administration.

This form is only for students on an F-1 visa. If your new student employee has a J-1 visa, they will still need a regular job offer letter.

On-campus employment is a great experience for our students, and we’re glad our students have found jobs with many of you! Polina Vdovich is our new Employment Coordinator! Polina is in her last term obtaining an HR degree and has spent the last year and a half as a student employee at our front desk.  You can contact Polina for assistance with EPAF's, background checks, job postings, and letters of offer.
