New Voices “Strengthening the Role of Congress in Foreign Policy” Workshop
On December 13, 2024, Bridging the Gap and the John W. Kluge Center at the Library of Congress convened the New Voices in National Security workshop, “Strengthening the Role of Congress in Foreign Policy” at the Library of Congress. Scholars Scott R. Anderson, Casey Burgat, Linda L. Fowler, Patrick Hulme, Andrew Kenealy, and Katherine Yon Ebright offered their expertise on ways of enhancing the role of Congress on foreign policy and defense issues, from changes to the legislative process to improvements in oversight of the executive branch. The event also featured a keynote conversation with Mary and David Boies Distinguished Senior Fellow in U.S. Foreign Policy, and Director of Fellowship Affairs at the Council on Foreign Relations, James M. Lindsay.
The workshop was convened by BTG Senior Director Jordan Tama, BTG Senior Advisor Jim Goldgeier, and Kluge Center Director Kevin Butterfield with support from New Voices Rapporteur Jean Luc-Genereau, who developed this summary.
