2025 Homelessness Response Progress Report
|
The path out of homelessness is not always a straight line. People may make progress, then face setbacks. In 2025, the City’s emergency response focused on reducing displacement while keeping people connected to support.
- A City count identified 456 people living unsheltered, a 6% decrease from 2024.
-
466 people were served through Safe Stay and Safe Park communities, with 35% exiting to stable or supportive housing, nearly double the national average.
- Cleanup efforts removed 352 tons of debris, 15% less than last year
-
More than 300 individuals were cited into Community Court, pairing accountability with access to services.
Progress is also visible at the Bridge Shelter site: the foundation is being poured today, and we look forward to celebrating its grand opening this fall.

Working to prevent evictions in Vancouver
|
According to state data, Clark County has the highest eviction rate per capita in Washington. Vancouver is working on ways to help people stay in their homes.
Our new Rental Registration Program will help ensure rental homes meet basic health and safety standards. Safer, well-maintained housing can reduce costly issues for renters, like high utility bills, health impacts or unexpected repairs.
The program also improves communication between the City and landlords on rental requirements and resources and will create a tenant relocation assistance fund.
We’re continuing to support renters through our Affordable Housing Fund (AHF). Last year, the AHF helped prevent homelessness by supporting rental assistance for 123 households and eviction mediation services that have already helped 50 tenants.

Thirty years ago this month, Clark County experienced its worst flood on record. On Feb. 8, 1996, the river reached 27.2 feet, damaging homes, businesses, roads and bridges across the region.
Flooding is the most common natural disaster, and it doesn’t have to be widespread to cause major disruption. In Vancouver, even shallow water can impact low spots, creek crossings and roadways.
One small step today: Plan and practice alternate routes in case your usual path is impacted by high water.
