… Another piece of legislation considered to be a model for occupational licensing reform was enacted In June when Florida Governor Ron DeSantis (R) signed into law House Bill 1193, the Occupational Freedom and Opportunity Act. According to the Institute for Justice, this legislation “repeals more occupational licensing laws than any licensing reform ever passed by any other state."
“The bill fully repeals some of the state's most unnecessary licensing laws, including those that previously governed interior designers, hair braiders, and boxing match timekeepers,” Reason Magazine’s Eric Boehm reported about HB 1193. “It loosens the state's cosmetology licensing laws to allow a wide range of hair and nail styling activities to take place outside of licensed salons—a particularly timely reform in the midst of the coronavirus pandemic, as it will pave the way for stylists to make house calls...."

FDC Maintains Pathways to Success for Incarcerated Students
Florida Department of Corrections (FDC) staff have continued to provide programming and educational materials to inmates through alternative methods created during the onset of the COVID-19 pandemic. In lieu of traditional in-classroom and hands on vocational training, instruction was modified for inmates to maintain their educational pursuits from within their housing areas. Through technology-driven instruction and testing, this revised instructional format continues to produce successful results.
At Hernando CI in Brooksville,12 inmate students spent the summer months studying subjects such as mathematical reasoning, science, language arts and social studies. As a result, the group recently completed their high school equivalency exams and successfully earned their diplomas.
“These recent graduates understand the vital importance education plays in preparing for successful re-entry and restoration back into their communities,” said FDC Secretary Mark Inch. “Join us in commending these aspiring individuals for their continued efforts in furthering their education and investing in their future.”
In addition to these graduates, more than 230 inmate students across the state received Career and Technical Education (CTE) certificates and industry credentials last month. Vocational opportunities within FDC institutions include an array of in-demand trades such as welding, masonry, commercial driving and building construction technology.
“Inmates in educational and CTE programs are eager to pursue these opportunities, with a goal of obtaining the knowledge and tools they need to succeed,” said FDC Director of Office of Programs and Re-Entry Patrick Mahoney. “Thanks to the work performed by our educators and the leadership at our institutions, these inmates have been able to make the most of their time and better prepare themselves for the future.”
