SUMMARY of the JANUARY 12 CITY COUNCIL MEETING The obvious headline for this City Council meeting was the unanimous approval of the option to purchase Bonanza Flats!
IN THE STUDY SESSION
Western Summit County Project Overview
During this study session, city staff and representatives from Summit Water Distribution reviewed water supply and demand for Park City. They discussed ways in which the Western Summit County Project can help support Park City's long-term goals, including conservation. Public Utilities Director Clint McAffee presented an overview of water sources and distribution. Water Resources Manager Jason Christensen reviewed current conservation programs that will help Park City reach its reduction goal of 25 percent. (The precipitation level is currently 44 percent above average for this time of year, based on year-over-year averages.)
IN THE WORK SESSION
There was much discussion among Council members as to whether it was appropriate to set the budget now, before the building scope (and sustainability goal) had been fully determined. Capital, Debt & Grants Budget Manager Nate Rockwood contibuted to the discussion by explaining the mechanics of the project's funding source (RDA). As a next step, the team will issue an RFP for design services to help refine the project scope and budget. These will be evaluated within the context of the broader City Park master plan and the Lower Park Avenue budget.

Council appointed Ed Parigian to the Recreation Advisory Board; his term will expire July 2017.
Council Randy Scott to the Historic Preservation Board; his term will expire May 2018.

  • Melissa Band suggested adding options for teens to the senior center programming.
  • Dean Barrett, Prospector Square board member, talked about the master improvement plan for Prospector Square and the private, special assessment that their HOA recently approved.
  • Community Development Director Anne Laurent introduced Julia Collins, the city's new senior transportation planner.
  • Randy Winzeler, owner of Atticus Coffee and Teahouse, expresed concern about closing the Lower Main to cars during the 2017 Sundance Film Festival and the city's communications efforts. 
Council approved:
  • Thirty-seven Convention Sales License Applications for the Sundance Film Festival
  • Three Temporary Alcoholic Beverage License Applications for the Sundance Film Festival
  • The purchase of approximately 1,400 acres in Bonanza Flats for Open Space for $38-million. There is a $13-million gap between the amount that the city can pay for (via a $25-million voter-approved bond) and the purchase price. A consortium of nonprofit organizations and land trusts has committed to raising the $13-million to close the gap.
  • A special meeting on January 17, 10:00 am, to approve late Type 2 convention sales license applications. 
  • The purchase of six 40-foot electric buses from Proterra, Inc. for $4.9-million (purchased with an FTA/UDOT grant). The buses will be introduced into Park City routes in March and will be a key part of the bus-rapid transit route between Kimball Junction and Old Town. Each bus will log about 90,000 miles annually. 
  • Leasing of electric bus batteries from Proterra, Inc. for $2.9-million over 12 years (via an FTA/UDOT grant). Annual savings estimated at $40,000. 
  • An encroachment agreement for retaining walls and surrounding landscaping at the Park City Golf Club near 2217 Three Kings Court. 
  • A permit for the Women's March on the morning of Saturday, January 21.
  • The purchase of surplus UDOT property at 3821 East Highway 248 for $255,000. The property (which is just over a half-acre) will be paid for with Water funds and is necessary to construct the new Public Utilities facility.
