GEMA Releases Re-entry Guide for Disaster Planning

The staff at the Georgia Emergency Management Agency / Homeland Security office have spent the past few months putting together a strategy to permit access of essential response personnel into restricted areas during a disaster in Georgia. In releasing the Re-entry Standard Operating Guide in late 2018, they stated it was their goal to clarify the roles, responsibilities and protocol to be followed during a disaster response to ensure that essential response personnel are given timely and efficient access to areas impacted by a disaster. A permitting process has been put in place to control access so that those responding to life-threatening hazards, repairing critical infrastructure and restoring essential commerce can perform those necessary tasks prior to public re-entry. The guide outlines a 5-part phased in process with various entities and organizations allowed entry based on their role in disaster response and recovery. "Having this new guide and permitting process is helpful. Director Bryson and his staff were open to our request to be sure financial institutions were included with other essential community resources like hospitals, drug stores and retailers so our members may have early access to assess damage and bring in resources in preparation for reopening," said Brannen. Click here to read the guide…

Lots of Interest in State Loan Program to Assist Farmers

We understand that the first loans totaling $3.5 million have been approved by the Georgia Development Authority from the SAFETY 21 program created by the Georgia General Assembly to provide relief to Georgia farmers hurt so badly by Hurricane Michael. The average loan approved was around $269,000 and more than 150 loan applications are being reviewed. The maximum loan amount authorized under the program is $400,000. It’s expected the $55 million set aside for the program will be disbursed quickly which was the intent. If you have customers still interested in applying, there’s a link to the full loan packet available on the Authority’s website. The loans are being reviewed in the order received, so time is of the essence. Also, we are continuing to work with those in the agriculture sector and the new Congress to support getting federal disaster relief funds flowing. We understand the need for our members and your borrowers to know with some certainty what resources will be available as you’re considering 2019 operating lines. As a high school senior, Southern Bank and Trust’s Will Wade got introduced to banking by serving on his local bank’s junior advisory board. That eventually led to him getting a job with the bank as a teller and working his way up to local market president. Big Week Ahead for Georgia’s Leadership

Our congratulations to all the newly elected leadership that will take office next week. The 2019 General Assembly will convene at 10 a.m. Monday. At
2 p.m., Gov. Brian Kemp, Lt. Gov. Geoff Duncan and other constitutional officers will take their oaths of office in a ceremony at the McCamish Pavilion on the campus of Georgia Tech. An inaugural gala will be held Thursday evening, Jan. 17, at State Farm Arena in downtown Atlanta. "The excitement is building and we’re looking forward to working with this dynamic group of public servants leading our state. We know them well and have a lot of optimism about what lies ahead," said GBA president and CEO Joe Brannen.

McWilliams’ Story Compelling

In 1991, a young exchange student from Yugoslavia landed in Stockton, California, with $500 to her name. Alone in a new country, one of her first orders of business was to open a checking account. Now, 28-years later, Jelena McWilliams is Chairman of the Federal Deposit Insurance Corporation. We’re excited that McWilliams will be with us at our Legislative/Economic Forum next Wednesday, Jan. 16. Teeing Up 2019 for Banking

GBA’s advocacy for banking to media outlets was on display this week as the Georgia CEO online business publications turned to us for an update on industry issues heading into the new year. GBA’s David Oliver was featured in a video clip noting GBA’s eagerness to work with the state’s new elected leadership, our intent to keep Georgia the #1 state in which to bank and the association’s advocacy on behalf of farm customers and banks that serve them related to relief funds for Hurricane Michael. View the clip here…

Cybercriminal Who Targeted GBA Sentenced

Erika Mitton, who was convicted in November of spoofing GBA President and CEO Joe Brannen’s email address to commit wire fraud, has been sentenced to 90 days in jail as a condition of 5 years’ probation. She has also been ordered to pay full restitution to GBA and the insurance company, she must seek full-time employment upon release from jail, forfeit any tax refund money to the restitution amount and not be employed in an occupation in which she takes money. We appreciate the hard work and diligence by the prosecutor on this case, Seth Solomon, assistant state attorney for the Florida State Attorney’s Office. Detective O’Neal with the Lakeland police department also doggedly pursued the Mitton, assembling a helpful case for the prosecution.

Shutdown Update

IRS Will Process and Pay Refunds and Resume Tax Transcript Service

We continue to keep tabs on the effects on customers and banks of the partial government shutdown that started Dec. 22. The IRS this week made two important announcements. In confirming it will begin processing tax refunds Jan. 28, it said it will provide refunds to taxpayers as expected, despite the partial shutdown and furlough of many IRS employees. It also announced it will resume processing requests for tax transcripts mad through its Income Verification Express Service program, which is used by mortgage lenders to verify income for loan originations.

Georgia Sen. David Perdue continues to serve on the U.S. Senate Banking Committee in the 116th Congress. Here’s a look at the map of state representation on the committee. Twenty-three states have committee members, and Alabama and Arizona have two Senators on the committee, one from each party.
