Special Announcement in Special Medicaid Bulletin #135 of Enhanced Rate Potential Recoupments

Any provider who has received a ten per cent (10%) enhanced rate for PCS to $18.04 per hour, including ACH, Family Care Homes, and Outbreak Facilities (to $33.00 per hour), and which has not for each facility filed a COVID 19 Long-Term Care ICAR Self Assessment, Action Plan and copy of Infection Control Plan with Ms. Evelyn Cook (evelyn_cook@med.unc.edu — Subject line in email must have sole word COVID) is at risk of having the money recouped. While this was supposed to have been done in May 2020, Medicaid is allowing one final chance to comply, which expires on Monday, September 28, 2020 at 5:00 pm. Again, the filings must be made separately for each facility.

Richard Rutherford of LTSS Consulting, Inc. (medicaidwiz@gmail.com; 919-264-2398) is available all weekend to help facilities for free.

Here is the language requiring the report by Monday September 28, 2020:

“Action Required by Providers Who Have Not Yet Complied with Special Bulletin COVID-19 #88

Providers receiving rate increases under the scope of Special Bulletin COVID-19 #88 who have not already submitted an ICAR Self-Assessment and/or related materials must take the following actions by the dates provided below to be compliant with the Special Bulletin:

  1. Conduct and submit a self-assessment for each of the provider’s facilities using the COVID-19 Long-Term Care ICAR Self-Assessment Tool (available here)
  2. Submit an Action Plan (using this template) based on the ICAR Self-Assessment and the provider’s current Infection Control Plan required by licensure for the facility to Evelyn Cook at evelyn_cook@med.unc.edu. Note: Please ensure that the subject line of your submission email includes only the word “COVID.”
  3. Complete all activities no later than 5 p.m. on Monday, Sept. 28, 2020.”
