Extra Help Service and Retirement Waiver: County Executive Officer

D1) Extra Help Service and Retirement Waiver and Second Amendment to "Agreement for Services as County Executive Officer" 
(Estimated Time: 5 minutes) 


Summary:
The Board will consider approving an extra help service and retirement waiver for the County Executive Officer.  County Executive Office Mona Miytasato announced in January 2026 that she would be retiring in July 2026.  The Board is being asked to approve CEO Mona Miyasato continue temporarily in her role without interruption until the next County Executive Officer starts on August 20, 2026.  These actions require Board approval since 180 days would not have passed since her retirement date.  In addition, the current agreement would be amended clarifying that any unused educational and professional development funds will be payable to her upon separation.

D2) Renewal of the Sheriff's Office Military Equipment Use Ordinance

Summary: 
The Board of Supervisors will consider renewing and updating the Santa Barbara County Sheriff’s Office Military Equipment Use Policy, as required annually by state law. The policy governs the use of specialized equipment by units such as SWAT and the Bomb Squad, and includes public reporting, oversight, training requirements, and opportunities for community input to ensure transparency and accountability.

D3) Mobile Home Rent Control Petition for Review of Arbitration: Del Cielo Mobile Home Park 
(Estimated Time: 45 minutes) 


Summary: 
The Board will consider an appeal from the management of Del Cielo Mobile Home Park in Orcutt of an arbitrator’s decision involving a rent increase. The arbitrator approved a monthly rent increase of $24.02 per space—less than the $39.16 requested by park management—and the Board will decide whether to uphold the arbitrator’s findings related to the park owner’s rate of return and a $20,000 broker commission that was not allowed to be passed on to tenants.

Annual Santa Barbara County Crop and Livestock Report

D4) Santa Barbara County Crop & Livestock Report for 2025

Summary: 
The Board will receive the Santa Barbara County Crop & Livestock Report for 2025 from the Agricultural Commissioner.  This required annual report highlights the year’s top crops, livestock values, and overall agricultural production in the county.  In 2025, agriculture remained the county’s leading industry with a gross production value of $2.2 billion, an 11.5% increase from the prior year.  Strawberries remained the county’s top crop.

Ordinance Amending the Agricultural Commissioner's Fee Schedule

D5) Ordinance Amending the Agricultural Commissioner’s Fee Schedule - Weights and Measures Fees section 
(Estimated Time: 15 minutes) 


Summary: 
The Board will consider updating the County’s Weights & Measures device registration fees. These fees help support the testing and inspection of more than 7,000 commercial weighing and measuring devices, such as scales and meters, to ensure accuracy and protect consumers and businesses. Even with the proposed increase, fees will cover only a portion of program costs due to State limitations, and the County will continue to provide General Fund support to maintain these essential services. If approved, the updated fees would take effect 30 days after adoption.

D6) Annual TRUTH Act Report and Community Forum 
(Estimated Time: 2 hours) 


Summary: 
The Board will host a public hearing to review the Sheriff’s Office annual TRUTH Act report, which provides transparency about when and how the Sheriff’s Office allowed U.S. Immigration and Customs Enforcement (ICE) access to individuals in custody, and to receive public comment. In 2025, the Sheriff’s Office received 221 requests from ICE, with 28 individuals qualifying for ICE access under state law and 12 ultimately transferred to ICE custody.  An additional 33 individuals were arrested by ICE within the jail facilities pursuant to judicial warrants, authorized by a federal judge or magistrate.
