BUDGET AND APPROPRIATIONS UPDATES

The Senate narrowly passed President Donald Trump’s “big, beautiful bill” Tuesday, following a vote-a-rama that began Monday morning before their self-imposed July 4 deadline.

Senate Republicans released an updated draft of their domestic-policy megabill earlier today ahead of final floor action. The Office of Government Relations (OGR) is still analyzing the final Senate bill text and will share further updates on issues that impact Duke in our next DC Digest.

The Senate package still needs to return to the House for a final round of voting and potential passage before going to the President's desk. The House is scheduled to meet tomorrow morning at 9 a.m. for debate and votes.

HUD TO MOVE INTO NSF BUILDING

The U.S. Department of Housing and Urban Development will move to a building in Alexandria that currently houses the National Science Foundation (NSF). The decision, announced last week, will effectively displace more than 1,800 NSF employees over the course of the next two years. It is currently unclear as to where NSF employees will be relocated.

HOUSE COMMITTEE SENDS LETTER TO GOVERNMENT ACCOUNTABILTY OFFICE ON INDIRECT COSTS

Last month, the House Science, Space and Technology Committee sent a letter to the Government Accountability Office (GAO) seeking a review of the indirect costs of conducting federally supported research. Their request follows recent changes at NIH and other federal agencies to standardize indirect cost rates, and reflects ongoing concerns about transparency and the long-term financial implications for research institutions and federal science missions.

HHS ACCUSES HARVARD OF VIOLATING ANTIDISCRIMINATION LAW AFTER ANTISEMITISM PROBE

The U.S. Department of Health and Human Services has determined that Harvard University violated federal civil rights law by failing to adequately address antisemitic harassment on campus, threatening the institution with the loss of all federal funding.The agency’s conclusions followed a “thorough investigation,” according to the letter. HHS indicated it opened a compliance review into Harvard’s medical school in February and expanded it to the broader university in April.

DUKE ON THE HILL!

Last week, the Triangle Universities Nuclear Laboratory, or TUNL, met with staff serving the North Carolina congressional delegation on Capitol Hill. TUNL is a Department of Energy (DOE) Center of Excellence, and includes Duke University, North Carolina Central University, North Carolina State University and the University of North Carolina at Chapel Hill. The group highlighted the importance of federal investments in support of research and workforce development in nuclear physics.
