APPROPRIATIONS UPDATE
With Congress back in session this week, both the House and Senate have been busy releasing, marking up and advancing a number of appropriations bills. Over the last couple of days, that has included:
Labor-Health and Human Services-Education
The House Appropriations Subcommittee released its bill text on Thursday and advanced it to the full committee on Friday. Â
Provisions of interest include:Â
- $110.8 billion in HHS funding, a 4 percent decrease from FY26; less than the White House's proposed 12.5 percent cut
- Increases NIH funding by $100 million, as opposed to the $5 billion cut proposed by the White House
- $70.7 billion in Department of Education funding, a $8 billion decrease from FY 26
- $22.7 billion in the Pell program, a $250 million increase from FY 26
- slight increase in maximum Pell Grant awards, going from $7,395 to $7,445Â
Department of Homeland SecurityÂ
The House Appropriations Subcommittee advanced the measure earlier this morning, setting up a full Appropriations Committee vote expected next week. Provisions of interest include:
- $99.5 billion in DHS funding
- Funding would increase 2.9 percent above FY 26 for the Science and Technology Directorate.
- Funding would decrease for the Cybersecurity and Infrastructure Security Agency, TSA and the Office of Inspector General from FY 26.
Agriculture-FDA:
Advanced in a full House vote on Thursday, the bill includes $7.1 billion for the FDA.Â
