D7) Discussion on Recent Immigration and Customs Enforcement (ICE) Activities in Santa Barbara County 
(Estimated Time: 30 minutes) 

Summary: 

The Board will discuss recent Immigration and Customs Enforcement (ICE) operations in Santa Barbara County and hear from the public. Specifically, the Board will review federal enforcement actions that took place near Carpinteria on July 10, 2025, and in Santa Maria in early June. The discussion will include the community impact of these actions and any Board direction on this item.

D1) Request for Continuance - Open Space Element Update  
(Estimated Time: 5 minutes) 

Summary: 

The Planning and Development Department requests a continuance for a proposed update and amendment of the Open Space Element of the County Comprehensive Plan. The Department is requesting that the hearing be moved to the Board Meeting on August 26, 2025, to prepare additional information for the hearing.

D2) Senior Mobile Home Park Overlay Ordinance Amendments Project 
(Estimated Time: 1 hour and 15 minutes) 


Summary: 

The Board will consider adopting ordinance amendments to preserve existing mobile home parks and to prevent the conversion of senior mobile home parks to all-ages mobile home parks. These changes aim to safeguard affordable housing for seniors and support long-term housing stability for residents across 19 mobile home parks in the unincorporated county.

D3) Fiscal Year 2025-26 Orcutt and Providence Landing Community Facilities Districts Special Tax Levy
(Estimated Time: 10 minutes) 

Summary: 

The Board will consider special tax rates for the Orcutt Community Facilities District (CFD) and the Providence Landing Community Facilities District (CFD). A 3.42% increase is recommended for the Orcutt CFD while no change is proposed for the Providence Landing CFD. The proposed special tax levy would generate $1,030,100 for Orcutt CFD and cover the costs of fire protection and suppression services; police/sheriff protection services; maintenance of parks, parkways and open space; flood and storm protection services and CFD administrative expenses. The proposed special tax levy for Providence Landing CFD would generate $179,400 for park operations and maintenance.

D4) Fiscal Year 2025-26 Library Special Tax Rate for the Unincorporated Area Surrounding the City of Goleta 
(Estimated Time: 10 minutes) 

Summary: 

The Board will consider a 3.3% increase to the library special tax for the unincorporated area surrounding the City of Goleta. The special tax would generate $254,000 for the Goleta Library.

D5) FEMA Preliminary Flood Insurance Rate Maps 
(Estimated Time: 30 minutes) 

Summary: 

The Board will consider adopting updated preliminary flood maps from FEMA to supplement the County’s existing flood hazard areas in Chapter 15A of the County Code. These maps reflect current conditions in parts of Montecito, Carpinteria, and the Santa Ynez Valley and will replace outdated interim maps developed after the 2018 debris flow.  Updating to FEMA’s latest maps helps the County retain its favorable rating in the National Flood Insurance Program, which provides eligible property owners with a 20% discount on flood insurance premiums and access to additional federal disaster assistance.

D6) FY 2024-25 Sheriff’s Office Fiscal Year End Budget Revisions to Address Shortfall 
(Estimated Time: 20 minutes) 

Summary: 

The Board will consider affirming, ratifying, and approving a $4.2 million budget adjustment for the Sheriff’s Office to cover higher-than-expected overtime costs and increased salary expenses related to a Board-approved agreement with the Deputy Sheriff’s Association last summer.  The additional funding, sourced from one-time General Fund reserves, addresses the higher salaries and overtime, primarily in custody operations, and ensures the County can close out Fiscal Year 2024–25 in compliance with budget rules. The CEO's office has requested that the Auditor-Controller conduct a review of the Sheriff’s Office overtime usage.
