HOUSE SCHEDULES FINAL APPROPRIATIONS MARKUP WHILE SENATE DELAYS FIRST MARKUPS FOR FY27
House appropriators are set to mark up their final spending bill—Defense—this week, effectively completing their initial committee work on all twelve appropriations measures. The defense bill provides $221 billion for Defense Research, Development, Test, and Evaluation (RDT&E); that is a $75.08 billion increase (+51.46%) from FY26.
The House also plans to consider the Energy‑Water and State‑Foreign Operations measures on the floor of the full House this week. The Energy‑Water bill would provide $8.53 billion for the Department of Energy Office of Science, a modest increase over FY26, while reducing ARPA‑E by roughly 14 percent and maintaining existing indirect cost policies.
In contrast, the Senate Appropriations Committee has postponed markups of several bills scheduled for this week—including Agriculture‑FDA, Military Construction–VA, Commerce‑Justice‑Science, and Legislative Branch—due to both the absence of Sen. Mitch McConnell (R-KY) and continued partisan disagreements over topline funding levels. With the Senate entering a two‑week recess, action on these measures is now unlikely before mid‑July.
