Three TRSL trustees sworn into office
The TRSL board members for Districts 2, 3, and 4 took the oath of office earlier this month for their new four-year terms of office. Tia T. Mills, Ed.D. (District 3) and David A. Hennigan (District 4) were re-elected to their seats on the board. Lotte T. Delaney, M.P.A. (District 2) is serving her first term on the board.
Lotte T. Delaney, M.P.A., of Slidell, is the chief financial officer at the New Orleans Center for Creative Arts (NOCCA). She has been a TRSL member for 26 years.
Delaney represents members employed in District 2, which includes in Orleans, St. Tammany, & Washington parishes. 
“I am honored to be elected to serve on the teachers’ retirement board. First and foremost, we owe a fiduciary responsibility to the trust, our stakeholders, our coworkers, and friends, this along with customer service are my top priorities. All members understand the importance of the long-term health of the trust and I will use every tool in my accounting and fiscal background to defend and support its integrity.”  
Tia T. Mills, Ed.D., of Baton Rouge, is an exceptional student services teacher at Eden Park Academy of Ethics and Excellence. She has been a member of TRSL for 14 years, and has been a trustee since 2015.
Mills represents members employed in District 3, which includes Assumption, East Baton Rouge, Iberville, Lafourche, & Terrebonne parishes. 
“It is truly an honor to be re-elected as a member of the TRSL Board of Trustees. As a fiduciary, I will work to ensure the protection of all assets accrued by our pension system so that we can provide future security for our hardworking members.”
David A. Hennigan, of Shreveport, is in administration and accounting with the Bossier Parish School Board. He has been a member of TRSL for 34 years. He has served as District 4 representative since 2012.
District 4 includes members employed in Bienville, Bossier, Caddo, Claiborne, DeSoto, Lincoln, Natchitoches, Red River, Sabine, & Webster parishes.
“I sincerely appreciate the confidence shown by District 4 members in re-electing me to a new term on the TRSL Board of Trustees. As a fiduciary, I’ll give my best while working with fellow trustees and TRSL’s excellent staff to maintain top investment performance, lower employer contribution rates, and provide the best retirement benefits possible for our members.”
District 5 & 6 members: Stay tuned for qualifying and voting information
Elections will be held this year for District 5 and District 6 TRSL Board seats. Members employed in these districts will receive important information this year about qualifying as a candidate and voting. If you are interested in serving on the TRSL Board and meet the requirements for the positions below, you are encouraged to submit a letter of intent to TRSL to qualify as a candidate.
  • District 5 – actively working members employed in Caldwell, Catahoula, Concordia, East Carroll, East Feliciana, Franklin, Jackson, Livingston, Madison, Morehouse, Ouachita, Richland, St. Helena, Tangipahoa, Tensas, Union, West Carroll, and West Feliciana parishes
  • District 6 – actively working members employed in Allen, Avoyelles, Beauregard, Evangeline, Grant, Jefferson Davis, LaSalle, Pointe Coupee, Rapides, St. Landry, St. Martin, Vernon, West Baton Rouge, and Winn parishes
NOTE: Members who are participating in DROP or working after DROP are considered actively working TRSL members for election purposes. Superintendents, employees of colleges and universities, and members paid with school food lunch funds are not eligible for these positions. These groups each have their own representatives on the TRSL Board. Individuals who participate in the Optional Retirement Plan (ORP) are not members of the TRSL regular retirement plan, and therefore are ineligible to run or vote in TRSL Board elections.
