On September 4, 2025, the PBDA submitted a Draft BEAD Final Proposal to the National Telecommunications and Information Administration (NTIA), which lists provisionally selected projects for funding.
PBDA is waiting for final approval from the NTIA. While these are provisionally selected BEAD projects, the NTIA must approve the Draft BEAD Final Proposal before projects can move forward. Until then, PBDA's provisional selections are subject to change.Â

Pole Attachments – Rapid Assessment |
Organizations experiencing challenges with appropriate pole attachment disputes can request an expedited review through the Pennsylvania Public Utility Commission’s Rapid Broadband Assessment Team (PA-RBAT). Modeled after the FCC’s RBAT process, PA-RBAT provides a fast-track for resolving pole attachment disputes by establishing clear, expedited procedures to reduce costly deployment delays. Â

After attempting to resolve an issue with a pole owner directly, Loop Internet utilized the Public Utility Commission's Rapid Broadband Assessment Team (PA-RBAT) process. It proceeded through mediation and resulted in a positive resolution. Jason noted that this approach was the most effective solution, because it was provided at no cost and avoided the need for litigation. He also shared that the process ultimately improved the relationship with the pole owner.

Northland Public Library celebrated its reopening after a year of renovations, delivering more space, greater access, and expanded opportunities for the community. Upgrades include improved accessibility at the entrance and staircase, along with a new expansion that adds much-needed space for teens, collaboration, library programming, and public use.

Cooper-Siegel Community Library celebrated the grand opening of its newly finished lower level, adding 6,500 sq. ft. of new space that includes a dedicated makerspace, flexible multi-purpose areas, and new meeting rooms.Â
