The Scholarly Kitchen has published a guest post by Marcel LaFlamme, director, Research Policy and Scholarship, ARL. The Uniform Guidance provides a government-wide framework for how federal awards are to be disbursed. The US Office of Management and Budget (OMB) has proposed revisions to the Uniform Guidance and requested public comments by July 13. In this blog post, Marcel discusses ARL’s commenting strategy and the many other aspects of the proposed regulation that are in conflict with library values.

ARL Weighs in on Proposed Changes to US Federal Grantmaking
|
ARL has submitted a public comment on the US Office of Management and Budget’s (OMB) proposed Regulation for Federal Financial Assistance. The regulation, slated for implementation in October 2026, would make far-reaching changes to how federal agencies award funds for scientific research. ARL’s comment calls for the withdrawal of two provisions that will directly impact research libraries and their ability to support scholars and scholarship.
