As a new season approaches, it brings fresh opportunities for transformation. Lilburn Community Improvement District (CID) has been diligently working to enhance our community alongside Gwinnett County as they actively engage with residents and educate on Gwinnett’s Transit Plan—a plan that aims to expand transit options and revolutionize transportation in the county.

Our transformational efforts extend to collaborating closely with Lilburn officials on the Mobility Study Update and Density and Design Standards. These two projects have been combined to ensure a comprehensive assessment of community needs and effective implementation of solutions. Recently, we had the opportunity to learn from Serenbe founder Steve Nygren during a walking tour of the biophilic community, gaining valuable insights for our own developments.

As for the past and present of our community, we are grateful to have recently received a comprehensive view of Gwinnett County's status, supported by the latest data from Partnership Gwinnett's 2024 Gwinnett Community Overview. We take pride in being part of a county that emphasizes diversity, economic growth and safety. Our commitment to safety is reflected through initiatives such as the use of Flock Safety Cameras, along with the dedicated efforts from members of the Lilburn and Gwinnett Police departments, including Chief Dusik.
Through the rest of this impactful year, our devotion to enhancing the safety, mobility and accessibility of our district will remain steadfast. We are determined to shape a future that aligns with the values of our community.

Reminder: Gwinnett Transit Referendum Will Be on the November 5 General Election Ballot |
This is a reminder that Gwinnett’s Transit Referendum will be on the November 5 General Election ballot. Voters will decide whether to approve a 1% sales tax on goods for 30 years to fund up to 75 transit projects across Gwinnett, with the goal of achieving complete countywide coverage. Currently, only 11% of residents are within walking distance of transit stops.
Approval would advance Gwinnett’s Transit Plan, enhancing mobility with improved local bus services, microtransit, an airport shuttle, high-capacity systems and more transfer facilities. The plan excludes MARTA and heavy rail.
Ride Gwinnett has already positively impacted the county and will soon expand into the Lilburn CID. This expansion aligns with the Lilburn CID’s mission to improve safety, mobility and accessibility, along with potentially boosting the local economy by attracting businesses and jobs.

Lilburn CID Tours Biophilic Community |
Recently, representatives from Lilburn CID, alongside City of Lilburn officials and members of the Sizemore Group, visited Serenbe for a firsthand look at its unique origin and approach to development. The educational visit was part of our ongoing work on the Mobility Study Update and the Density and Design Standards. Steve Nygren, founder of Serenbe, led a walking tour, highlighting the distinctive elements that make Serenbe a unique and pioneering community.
Some key takeaways from the tour include:
Land Use and Conservation: Spanning 1,000 acres, Serenbe allocates 30% of its land for development while preserving an impressive 70% for conservation, demonstrating a strong commitment to the environment.
Biophilic Design: As a biophilic community, Serenbe fosters a deep connection between its residents and nature. This is evident through its 20 miles of scenic nature trails that blend seamlessly into the surrounding landscape.
Farm-to-Table Philosophy: Serenbe features a 25-acre organic farm that grows over 300 varieties of fruits, vegetables, herbs and flowers, promoting sustainability and local food production.
Serenbe’s holistic approach to community design prioritizes the health and well-being of its residents, offering valuable insights into sustainable living. We were honored to learn from Steve Nygren and are excited to explore how we can integrate some of these innovative features into our own developments.

2024 Gwinnett Investor Meeting Hosted in Lilburn CID |
We had the pleasure of attending the 2024 Gwinnett Investor Meeting, hosted by Partnership Gwinnett at the stunning BAPS Shri Swaminarayan Mandir in the Lilburn Community Improvement District. This informative event provided attendees with an in-depth look at the current state of Gwinnett County, backed by the latest data from the 2024 Gwinnett Community Overview, updated in June.
It was truly inspiring to hear about the remarkable growth and progress in Gwinnett County, particularly in key areas such as population, diversity and employment.

Flock Safety Cameras in the Words of Chief Dusik |

Lilburn CID is proud to have Flock Safety as a key vendor in enhancing security across our district. Flock Safety’s mission is to eliminate crime and boost community safety through an innovative, comprehensive public safety platform. Its system offers actionable evidence that aids in solving, deterring and reducing crime in neighborhoods, schools, businesses and entire cities.

In a recent interview with Chief Dusik of the Lilburn Police Department, he provided insight into the effectiveness of the Flock Safety camera system in the city. Currently, there are 36 cameras in Lilburn, with 11 funded by the Lilburn CID and the other 25 by the Lilburn Police department. When asked how these cameras enhance public safety, Chief Dusik highlighted how they serve as a "force multiplier," drastically improving efficiency in monitoring and responding to crime. This technology significantly reduces the time and manual effort previously required. "Traditionally, we’d have to run tags manually through our computer to find a stolen vehicle, whereas now when a stolen vehicle that comes into the city, we are alerted," he added. As a result, the cameras have enabled officers to respond to incidents much more efficiently.

Addressing concerns about privacy, Chief Dusik explained that Flock cameras are only used for criminal investigations and there is no tracking of vehicles without a valid reason. Additionally, the contract with Flock Safety restricts the use of the cameras to criminal matters only.
On the impact of Flock Safety, Chief Dusik highlighted both the decrease in crime and the increase in arrests. "Our crime has gone down because we’ve used Flock to catch criminals, but our arrests have gone up because of the proactivity of the device," he said.

Chief Dusik expressed confidence in the Flock Safety technology, stating that it has become an invaluable tool in aiding law enforcement efforts to keep Lilburn safe: "It’s amazing technology to couple with traditional policing. It’s not a surveillance tool for the public; it’s just an aid to help catch criminals."
The insights from Chief Dusik underscore the transformative impact of Flock’s technology, which not only streamlines police operations but also fosters a safer environment for residents and businesses alike. With the successful implementation of the camera system and its focus on responsible usage, Lilburn is setting a precedent for how innovative solutions can be integrated into traditional policing methods.
As we move forward, we are optimistic about the future of safety in our neighborhoods and the continued reduction of crime, ensuring that Lilburn remains a vibrant and secure place for all its citizens.
