Landmark Housing Bill Clears Congress |

The landmark bipartisan 21st Century ROAD to Housing Act officially cleared Congress on June 23, 2026, marking the most significant federal housing legislation in nearly two decades. Strongly supported by the National Association of REALTORS®, the bill was sent to President Trump for consideration. The President has delayed action on the legislation while Congress considers the separate SAVE America Act, a voting-related legislative proposal. If the President neither signs nor vetoes the bill while Congress remains in session, it will automatically become law without his signature on July 10, 2026. (Congress.gov)
The 21st Century ROAD to Housing Act advanced with overwhelming bipartisan support, passing the House by a vote of 358-32 after clearing the Senate 85-5. The legislation represents the culmination of nearly two years of sustained advocacy by the National Association of REALTORS® and its nearly 1.5 million members, and comes at a critical time in the housing market.
After more than a decade of underbuilding, NAR estimates the United States faces a housing shortage of approximately 4.7 million homes. The lack of available inventory has driven up prices, limited options for buyers, and made homeownership increasingly difficult for many Americans, especially first-time and first-generation home buyers.
The final package combines nearly 50 individual housing proposals addressing housing supply, affordability, financing, zoning, workforce development, fair housing, property rehabilitation and other housing challenges. NAR engaged in every component of the legislation, providing research, policy recommendations, technical expertise and real-world perspectives from housing markets across the country.
From committee hearings and stakeholder meetings to floor votes and final negotiations, members of NAR helped ensure lawmakers had the information and local insights needed to advance meaningful housing solutions.
The result is a bipartisan housing package designed to increase housing opportunities, support housing production and help more Americans achieve the dream of homeownership.

PAR: 50% of Homeowners Advise First-Time Buyers to Budget for Maintenance, Repairs, Emergencies |
In 2025, 92% of homeowners paid out of pocket for unexpected repairs, according to a survey by Hippo Home Insurance. The most common unexpected repairs were: plumbing issues (34%), appliance breakdown (32%), critical system issue (23%), & window or door issues (20%).
Overall, 36% of homeowners reported spending $3,000 or more on unplanned repairs, and 27% said they spent $1,000 or less. Thirty-four percent went over their planned home maintenance budget.
Because home repairs are often unplanned, 50% of homeowners surveyed said they would advise first-time buyers to budget for regular home maintenance, unplanned repairs and home emergencies.
Unsure how much to set aside?
“As a rule of thumb, consider saving at least 1% of your home’s value each year for maintenance and repairs,” Hippo recommends, noting that this benchmark is a helpful starting point.
Other factors to consider when planning how much to save include:
Home age. Newer homes are less likely to have problems common to older homes, like rusty pipes or leaky roofs.
Repair prioritization. New homeowners should prioritize badly damaged or vital features first (like HVAC, electricity, plumbing, foundation, roof, etc.) and budget accordingly.
Consider later repairs. If a home inspection reveals that certain repairs will be needed later (for example, the roof will need to be replaced in two years), start saving now. Ask around for estimates to use as a rough savings goal.

SRA: SRA Meets with Upper Darby to Discuss U&O Issues

Suburban REALTORS® Alliance (SRA) staff recently met with Upper Darby Township Director of Licenses and Inspections Amrinder Singh to discuss concerns raised by REALTORS® regarding delays and challenges in the township’s use and occupancy process. Singh acknowledged that recent personnel changes have contributed to processing issues but said additional staff have been hired to help address the workload and improve service. He also strongly encouraged applicants to submit all use and occupancy applications by email to uo@upperdarby.org, noting that some applications mailed via the post office have been misplaced within the municipal building. REALTORS® experiencing ongoing issues with the process are encouraged to contact the Suburban REALTORS® Alliance.
