We have a lot happening around town! Construction season is in full swing (you’ve probably noticed), but so is community fun. Pools are open and people are keeping the beat at Normal Live Concerts.
Already this month, Council distributed the Harmon Arts Grants awards. And, the Town announced a July 20 open streets event. We're excited about the Normal Stride & Ride, a fresh way to get involved and stay active!

Council Awards more than $52,000 in Harmon Arts Grants |

The 2025 awards were presented June 2 prior to the Council meeting. Learn more about the 2025 Harmon Arts Grants Recipients.
The Harmon Arts Grant Program, named to honor former Mayor Paul Harmon, was created in 1993 and helps promote the arts in the community. The maximum grant award is $5,000.

- Airport Road (North of Raab Road to Town’s corporate limit)
- Franklin Avenue (Virginia Avenue to the dead-end at railroad tracks)
- Hovey Avenue (University Street to Franklin Avenue)
- Hovey Avenue (Franklin Avenue to Fell Avenue)
- Cullom Street (University Street. to Franklin Avenue)
- Hester Avenue (Florence Avenue to Vernon Avenue)
- Division Street (Fell Avenue to Broadway Place)
- Hillcrest Street (Broadway Place to Highland Avenue)
- Reynolds Court (Cul-de-sac to Gregory Street)

Grant Street (Main Street to Normal Avenue)
- McCormick Boulevard (Grant Street to McKinley Street)
- Manchester Road (Main Street to McCormick Boulevard)
- Using Roadway Funds for these general street resurfacing projects:

On June 2, the Normal Town Council also took the following actions:

- Awarded a bid make repairs to the Water Treatment Plant Building

Approved a reappointment to the Connect Transit Board
- Approved an appointment to the McLean County Regional Planning Commission
|
| In 2024, Public Works crews used 717 cubic yards of concrete for street repairs.
|

Landscape Drop-Off: No Tires Allowed |
|
|
| Plastic Grocery Bags Also a No-No
|
Don't drop off tires, wheels and plastic grocery bags at the Town's Landscape Waste Drop-Off Site.
The site, 1301 Warriner St., Normal, is for all landscape waste normally collected curbside, as well as grass clippings, dirt (free of rocks), fruits, vegetables and sod. This site is open 24 hours a day, seven days a week.

Open Streets Event Planned for July 20 |
|
|
|
Normal announced plans to close College Avenue (incl. Mulberry) from Anderson Park to Main Street to motor vehicles from 8-11 a.m. on Sunday, July 20 for Normal Stride & Ride, an open streets event encouraging the community to walk, jog and bike the avenue.
Read the June 2 Stride & Ride News Release to learn more. The Stride & Ride website page will be updated regularly as new information becomes available (map of parks events, those along the route, etc.).

| The Town of Normal Cultural Arts and Parks & Recreation Departments coordinate programming and events for the community to enjoy.
|
|
|
|
In FY2025-26, the Town of Normal has several water infrastructure improvements planned, including spending $2.4 million to replace substandard water mains that have caused some water quality issues.
Other infrastructure improvements include replacing aging water meter equipment with new technology.
|
|

Help Stop Hate: Not in Our State |
We stand united against discrimination and bias, ensuring every resident feels safe and valued. If you or someone you know has experienced hate, report it.

| Help Stop Hate is a confidential service providing meaningful support to assist victims and witnesses of hate acts in reporting what happened and connecting them and their communities with vital resources.
The service is free, confidential and not affiliated with law enforcement.
Online reports can be made in English and Spanish. Callers can report in their language preference and receive assistance from call specialists trained in trauma-informed care.
The Town of Normal supports the Help Stop Hate initiative, led by the Illinois Department of Human Rights and the Illinois Commission on Discrimination and Hate Crimes. Let's make our state safer and more inclusive for all.
