Cambodia Solid Waste Accountability Platform |
Edmund Malesky, director of the DCID; Lucy Right, PhD candidate at Duke; and Erik Wibbels, University of Pennsylvania; completed the Solid Waste Accountability Platform (SWAP) research project for the U.S. Agency for International Development Cambodia Mission to address waste management issues in Cambodia. The SWAP project comprised of two main interventions: (1) a Waste Tracker app that allows citizens to report waste service issues on a public-facing website - that government officials and private waste companies can see and respond to in real-time - and (2) block meetings where citizens discuss waste collection issues and brainstorm community actions that might improve service delivery. The project looked to increase communication and accountability between citizens, service providers and government officials, and create bottom-up pressure and accountability in Cambodia’s difficult government environment.
