This notice announces the temporary closure of the Predevelopment Loan Program fund (PDLP). This announcement does not affect the Project Feasibility Loan or the Community-based Agricultural Worker Housing Predevelopment Grant, which remain open for applications. Applicants can continue to submit Predevelopment applications for feasibility and agricultural worker housing projects.
As of April 1, 2025, the available PDLP resources fell below $750,000, resulting in the program fund entering a cessation period. The PDLP fund will remain closed until repayments increase the PDLP fund balance to at least $1,500,000. Per the program guidelines, if the fund balance falls below the established threshold, it will result in the temporary closure of the program fund until sufficient funding is received to increase the balance above the threshold.
No PDLP applications will be accepted after the program closure. Applications submitted before the closure announcement that cannot be funded will have their applications returned and any submitted application payment will be refunded, provided OHCS has not reviewed the application. OHCS will not retain these applications in the program pipeline. When the program reopens, all applicants must reapply.
Once the PDLP fund balance reached or exceeds $1,500,000, an announcement will be made regarding the reopening of the PDLP fund, and applications will be accepted in accordance with the program guidelines.
