Obama Hosts DNC Fundraiser, Omarosa Locked Out of WH Meetings, Tamron Hall Subpoenaed in Jesse Jackson Divorce Case, and Luis Gutiérrez Threatens Shutdown

Irma continues to deliver a gut punch to Florida after being downgraded to a Category One storm overnight. The hurricane claimed 27 lives in the Caribbean and at least four deaths have been reported in Florida. More than six million people are without power in the coastal state. The House has postponed votes today as the storm is still wreaking havoc. The death toll in Mexico is already at 90  as rescue workers continue to assess the damage after being rocked by the country’s strongest earthquake in a century. Back in the Beltway, we’re remembering 16 years ago before smartphones were ubiquitous and there was no such thing as Twitter, and we were all glued to our televisions watching in horror the attack on the Pentagon, the plane crash in Pennsylvania, and the Twin Towers topple. Nearly 3,000 people lost their lives that day. It not only forever changed our sense of domestic security, but also shaped policy, including forming the Department of Homeland Security. That’s right, kids. It didn’t exist before 9/11. For the first time, MSNBC is not re-airing the coverage. Lastly, the NFL officially kicked off football season. We’re boycotting. But to be fair, we’ve been boycotting since...forever. So not sure that counts. We’re kicking off your Monday with this:

Obama Hosts First DNC Fundraiser Since Leaving OfficeFor the first time since leaving office, former President Barack Obama is hosting a fundraiser for the DNC -- a move party officials are likely hoping will give fundraising efforts a boost. This is Obama’s second political event since leaving office. CNN reports that invites for the September 27th fundraiser are set to go out to party donors on Friday afternoon. We told you about Obama’s first fundraiser for Eric Holder’s National Democratic Redistricting Committee in July. The DNC's fundraising has lagged since Obama left office. Chair Tom Pérez announced $10 million in competitive grants to fund innovative state party efforts and also announced $10,000 in funding for each state party through 2018. Additionally, he has said the DNC will spend $1.5 million on the gubernatorial and state legislative races in Virginia this fall. More here.
Rubio and Curbelo Endure Irma
On Friday, Congressman Carlos Curbelo (R-FL) said he might move his family to a shelter as Hurricane Irma moves toward Miami. Curbelo’s family lives in a section of Miami that is not part of a mandatory evacuation order, but Curbelo said that he might still move. “We do have some tall trees around our house, and given the strength and the magnitude of this storm, I don’t feel entirely secure at home — especially with our two little girls, ages 7 and 5,” Curbelo said. Responding to the same question,  Senator Marco Rubio (R-FL) decided to stay home. "I'm confident my home will withstand" Irma, Rubio said, noting his West Miami house was built in 2005, after Hurricane Andrew. The Miami Herald reports that the 1992 Category 5 monster forced Florida to rewrite its building codes and make them stronger. "The question is, how will we get in and out and, more importantly, how to get to my mom," added Rubio. The senator tweeted from his home on Sunday that they had lost power. More here.
Obama Surprises DC High School Students
On Friday, former President Barack Obama surprised students at DC's McKinley Tech when he casually strolled into a class asking if the high schoolers minded him crashing their class, and then waited for the shock to subside. Obama spoke to the students about why he strived to engage with people their age during his eight years in office. “One of the things I did throughout my presidency was I’d meet with groups of young people everywhere I went, whether it was here in the United States or when I was traveling overseas,” Obama told the teenagers. “Just to kind of hear from them, find out what they’re interested in, because I do believe that most of the problems we have are going to be solved by you.” Friday’s visit was part of the former president’s “ongoing conversation with young people,” according to a statement obtained by The Hill. Gutiérrez Threatens Government Shutdown
On Friday, Congressman Luis Gutiérrez (D-IL) threatened to shut down the government if the House failed to pass the Dream Act to protect thousands of young immigrants from being deported. "I know the vast majority of the members of the Democratic caucus are ready to say ‘If there is no pathway forward, not only for the 800,000 and for visas for all of you, but also for the rest of immigrant youth through the Dream Act, then there is no government for anyone,'" Gutiérrez said at a press conference. He is hoping to pass an immigration bill by December when stop-gap measure is set to run out. Congressman Raúl Grijalva (D-AZ) says that the vast majority of the progressive caucus and the Congressional Hispanic Caucus were backing Gutiérrez's approach. More here from The Hill.
CBC Wants Colin Kaepernick at the ALC
BuzzFeed’s Darren Sands reports that the Congressional Black Caucus Foundation is hoping to honor embattled NFL free agent quarterback Colin Kaepernick during this year’s Annual Legislative Conference. Earlier this summer, CBC Chair Cedric Richmond (D-LA) told TMZ Sports that Kaepernick “has a lot of talent. He was the starting QB in the Super Bowl and he's a great athlete. And the fact that he spoke up means he's a great person and he spoke his conscience. And I don't think we should penalize people in this country for doing that.” See the full piece here.
Tim Scott to Meet with Trump
McClatchy reports that Senator Tim Scott (R-SC) will sit down with Donald Trump at the White House Wednesday to discuss race relations and the recent violence in Charlottesville, VA. Scott was critical of the president’s response post-Charlottesville, saying that by drawing a "moral equivalency" between the white supremacists and the counter-protesters as Trump had, "I think you are either missing four centuries of history in this nation or you are trying to make something that it’s not." A source with knowledge of the meeting said Scott will talk to Trump not only about the Charlottesville response but will also share his perspective on current events as an African American. More here.
Cummings Reintroduces Harriet Tubman Bill
Congressmen Elijah Cummings (D-MD) and John Katko (R-NY) on Friday introduced The Harriet Tubman Tribute Act, which would require the Secretary of the Treasury to place Harriet Tubman’s likeness on the $20 bill beginning in 2020. This is the second time Cummings and Katko introduce this bill, having first done so in 2015. “Too often, our nation does not do enough to honor the contributions of women in American history, especially women of color,” Cummings said. As The Beat DC reported last week, Treasury Secretary Steve Mnuchin remains noncommittal about replacing Andrew Jackson with Tubman on the $20, saying the issue is not a priority. More here.

Obama Alum to Lead the National Black Justice Coalition
The former Executive Director of the White House Initiative on Education Excellence for African Americans during the Obama administration has joined the National Black Justice Coalition (NBJC) as its Executive Director. David Johns will help advance NBJC’s mission to empower Black LGBTQ people, including people living with HIV/AIDS and end racism, homophobia, and LGBTQ bias and stigma. Before David joined the Obama administration, the Columbia University graduate was a senior education policy advisor to the Senate Committee on Health, Education, Labor and Pensions (HELP) under the leadership of Senator Tom Harkin (D-IA). Before working for the Senate HELP Committee, Johns served under the leadership of the late Senator Ted Kennedy (D-MA). Johns was also a Congressional Black Caucus Foundation Fellow in the office of Congressman Charles Rangel (D-NY). The Kappa Alpha Psi Fraternity member is currently pursuing his Ph.D. in sociology and education policy at Columbia University. Congrats, David! More about him here.
MLT Names News Vet VP of Marketing and Communications
Management Leadership for Tomorrow (MLT), which equips African Americans, Latinos, and Native Americans with the skills needed to feed the pipeline of leadership positions, has named Portia Migas Robertson as its VP of Marketing and Communications Strategy. Most recently, Portia had served as a Senior Director and General Manager of News Programming at NPR. Prior to that, the University of Wisconsin grad was a veteran of ABC News, where she was a Senior Producer, spending nearly a decade producing Emmy-nominated coverage in both long form and breakings news environments. Pai Announces Advisory Committee On Diversity and Digital Empowerment 
On Friday, FCC Chairman Ajit Pai announced the appointment of 31 members to the Advisory Committee on Diversity and Digital Empowerment (ACDDE). Pai has designated Julia Johnson (pictured), President, NetCommunications, LLC, to serve as Chair of the ACDDE. The committee will provide recommendations to the FCC on how to ensure that disadvantaged communities are not denied opportunities made possible by next-generation networks. Its members will come up with ideas and develop recommendations to the FCC on media ownership and procurement opportunities, empowering communities to spur educational, economic, and civic development, and consumer access to digital technologies. Pai has also announced that three working groups -- Broadcast Diversity and Development, Digital Empowerment and Inclusion, and Diversity in the Tech Sector -- will assist the ACDDE in carrying out its work, though their makeup has yet to be determined. “All Americans should have the opportunity to participate in the communications marketplace, no matter their race, gender, religion, ethnicity, or sexual orientation. I hope this committee will help our agency take important steps towards increasing diversity throughout the communications industry and bringing digital opportunity to all Americans,” said Pai. Click here to see the full announcement and list of committee members.
Omarosa Locked Out of WH Meetings
At a staff meeting on Wednesday, WH Chief of Staff John Kelly announced the appointment of Kirstjen Nielsen as an Assistant to the President and his Principal Deputy. According to reports, this no-nonsense longtime aide sends out the emails announcing internal policy and planning meetings that now contain a clipped addendum -- “principals only” -- with a stern warning that any subordinates who wander in will be immediately ejected. Speaking of unwelcome subordinates, Omarosa is reportedly high on this list of aides that Kelly deems to be unfit to attend serious meetings. The NYT reports that the former Apprentice star with an ill-defined job had a penchant for dropping in on meetings where she was not invited. More on the new deputy in town here.

Former Michelle Obama Aide Profiled in Glamour as She Campaigns to be Maryland’s Next Governor
Glamour magazine profiles 38-year-old Maryland gubernatorial candidate Krishanti Vignarajah. The Beat DC originally told you about Vignarajah last month. As a former Policy Advisor for First Lady Michelle Obama, she led Let Girls Learn, an international coalition that helps girls complete middle and high school. Before that, she worked as a Senior Advisor at the State Department under Secretaries of State John Kerry and Hillary Clinton. Vignarajah, whose parents -- both educators -- fled Sri Lanka in 1980, has made education one of her central issues. She credits investments in STEM in helping her make it to Oxford and Yale Law School. The first-time candidate will face PG County Executive Rushern Baker, educator Ralph Jaffe, former NAACP Chief Ben Jealous, state Senator Richard Madaleno, author and former State Department official Alec Ross, and attorney Jim Shea in the Democratic primary. Though she has not declared, the wife of Congressman Elijah Cummings (D-MD), Global Policy Solutions’ Maya Rockeymoore has said she too is considering a run. Vicente Fox Declares Candidacy for President of the U.S.
Welp! We’ve got our second candidate to declare for 2020. In a five-minute video statement dogging Donald Trump with profanity and mariachis belting out his campaign song, former Mexican President Vicente Fox declared his candidacy. “America, I feel your pain. We all do. And that is why today I am proud to announce my candidacy for president of the United States,” said Fox. In the video, the spoof candidate pulls on a Trump-style red campaign cap that reads: “Always ask before grabbing a pussy.” We’re just going to park that right there and let you see the video for yourself.

Tamron Hall Subpoenaed in Jesse Jackson Jr. Divorce Case
Tamron Hall has received a subpoena on behalf of her 'social acquaintance' with Sandi Jackson, the estranged wife of former Congressman Jesse Jackson Jr. Hall was summoned to appear in court along with 11 other individuals Sandi Jackson claimed in divorce papers to have 'knowledge of the circumstances that led to the estrangement of the parties, financial issues raised, and allegations made in this matter.' According to the Chicago Sun Times, other friends, former employees, and acquaintances of Jackson Jr. subpoenaed include: Giovana HuidobroDebbie Díaz, who runs the Club O Strip Club; Division Street Bath House owner Joseph Colucci Jr.Nickie Lum Shapira, founder of a Beverly Hills investment firm and a GOP fundraiser; and Jackson family friend Alana Ford, among others. In late April, the Jackson pair -- who each served prison time for diverting $750,000 in political campaign contributions for their personal use -- had agreed to mediate their divorce case to avoid a potentially sensational trial where allegations of “extramarital affairs” could be publicly detailed. More here.
New Film Examines Obama’s Last Year in Foreign Policy
Filmmaker Greg Barker’s latest film, The Final Year, examines Barack Obama’s foreign policy team over their last 12 months in office. In addition to its focus on Obama, the film also closely follows former Secretary of State John Kerry, former Ambassador to the United Nations Samantha Power, former National Security Advisor Susan Rice and former Deputy National Security Advisor Ben Rhodes as they grapple with everything from the civil war in Syria to an upcoming presidential visit to Laos. Barker was also on hand to capture the team’s reaction to Trump’s 2016 victory. Barker, whose previous films include Manhunt, a look at the CIA’s war on Al Qaeda, thinks the picture took on an added resonance with Trump’s election. The film premiered over the weekend at the Toronto International Film Festival. More here.
Charles Payne Returns to Fox News
Charles Payne returned to Fox Business Network’s show Making Money on Friday, just more than two months after he was suspended amid a sexual harassment investigation. The married host admitted that he had an affair with an also-married Scottie Nell Hughes, who was a frequent guest at the network. She alleged in a statement to the LA Times that she was “coerced into a sexual relationship with Payne under threat of reprisals.” However, reports soon surfaced that cast doubt on Hughes’ allegations. In one email to the Fox Business host, Hughes described a sexual fantasy of hers about what they would do together. She then claimed she had been essentially banished from FBN after she ended the relationship. The network confirmed that the investigation has been completed and he had been cleared to return. Hispanic-Owned Firm Among Those Selected to Build Wall Prototype
The Hispanic-owned KWR Construction firm of Sierra Vista, AZ, whose workers, -- according to the WaPo -- have been threatened and harassed for security projects along the Mexico border, was selected to build a prototype for Donald Trump’s border wall. The company was among four companies selected by the Customs and Border Protection agency on Thursday. Other firms that were awarded contracts include Caddell Construction in Montgomery, AL; ELTA North America in Annapolis Junction, MD; and W.G. Yates & Sons Construction in Philadelphia, MS. Each of the contracts is worth between $300,000 and $500,000. Construction of the prototypes is expected to begin in San Diego this fall, although no money has been appropriated to pay for the wall itself. Congress has set aside only $20 million in the current budget to plan for and build the prototypes. More here.
In Surprise Legal Move, Drug Company Sells to Native American Tribe
The NYT reports that the drugmaker Allergan announced Friday that it had transferred its patents on a best-selling eye drug to the Saint Regis Mohawk Tribe in upstate New York. This unusual deal to protect the drug from a patent dispute, which involves the dry-eye drug Restasis, consists of Allergan paying the tribe $13.75 million. In exchange, the tribe will claim sovereign immunity as grounds to dismiss a patent challenge through a unit of the U.S. Patent and Trademark Office. The tribe will lease the patents back to Allergan and will receive $15 million in annual royalties as long as the patents remain valid. For the Mohawk tribe, a community of 13,000 who live in a rural region on the border of New York State and Canada, the deal offers the promise of a new revenue stream that would bring in income beyond that of a casino the tribe runs near the reservation. The surprising legal move rippled quickly through the pharmaceutical world on Friday, setting off speculation about whether other drug companies would soon follow suit in order to protect their patents from challenges through a patent review process that the industry despises. More from NYT here.

DuVernay Big Winner at Emmys, Film’s Premise Questioned by Reporter
Ava DuVernay’s Netflix documentary 13th was the big winner at this year’s Emmys, taking home a total of four awards, including wins for documentary or nonfiction special, and original music and lyrics for “Letter To The Free” to songwriters CommonRobert Glasper, and Karriem Riggins. During the backstage Q&A with reporters, reporter Steven Herbert questioned DuVernay’s premise that underrepresented communities were being treated unfairly. He cited an article that he says he read in the LA Times that said affluent communities were sometimes more policed than lower class neighborhoods. “I haven’t read that and I read the Times every day. Who’s the writer?” The reporter replied, “I’ll tweet it to you.” He tried it. He failed. Watch the documentary, Mr. Herbert. Then come back with a more thoughtful question. UC Sues Trump Admin Over DACA
The University of California on Friday filed a first-of-its-kind lawsuit which challenges the Trump administration’s decision to end the DACA program. The lawsuit -- the first by a university -- asks the court to set aside the admin’s rescission of DACA because it is “unconstitutional, unjust, and unlawful” and that the program was ended on “nothing more than 
unreasoned executive whim.” UC President Janet Napolitano -- the former Homeland Security Secretary who helped develop the DACA program during the Obama administration -- stated, “They represent the best of who we are — hard working, resilient and motivated high achievers. To arbitrarily and capriciously end the DACA program, which benefits our country as a whole, is not only unlawful, it is contrary to our national values and bad policy.” The UC system has approximately 4,000 undocumented students, a substantial number of whom have DACA, as well as teachers, researchers and healthcare providers who are DACA recipients. More here.
