Every other week, we’ll share updates on local economic initiatives, funding opportunities, policy changes, facility maintenance that may impact your operations, upcoming events, and more. You’ll also receive occasional special updates when urgent or time-sensitive information becomes available.

Commercial Areas Maintenance Improvements |
|

The City of Boulder manages three key commercial districts: the Central Area General Improvement District (CAGID), University Hill General Improvement District (UHGID), and Boulder Junction Access District (BJAD). Taxes collected in each district fund essential maintenance, infrastructure upgrades, and enhancements that keep our commercial areas vibrant and welcoming.
Our maintenance teams work year-round to support public safety, cleanliness, and the overall look and feel of these districts. In 2025, their efforts have included (but are not limited to):

Planned, prepped and planted approximately $25k worth of plants on the Pearl Street Mall, including 57 beds, 47 raised pots, and ~11k plants.
- Replaced 200+ bike racks downtown and on University Hill.
- Resurfaced 51 benches.
- Retrofitted 12 lamps with LED due to failing ballasts, repaired six metal halide lamps, and replaced over 12 lighting globes.

Installed vinyl murals under bike racks on the East and West Ends.
- Upgraded all trash cans on University Hill.
- Installed wayfinding signage connecting University Hill to Downtown.
- Installed branding and wayfinding signage throughout Boulder Junction.

Below are several before and after photos showcasing the impact of recent work across our districts. These improvements take both funding and dedicated staff effort - and they make a noticeable difference in how visitors experience and enjoy our downtown.

Earlier this year, the tree wells along Walnut Street by the Wells Fargo parking lot sat empty. Our team transformed the block by planting new trees, installing protective grates and upgrading the irrigation system - enhancing both the look and experience of this part of downtown. The city invested around $120k into these improvements, and Wells Fargo was a great partner in landscaping the north side of their sidewalk.

Local artist Julia Williams (Designosaur) was hired by the city's Community Vitality Department to add a colorful mural to the exterior of the 15th & Pearl garage. The design celebrates Boulder's harmonious relationship between the built environment and natural landscape.

Keeping Downtown Clean and Green |
|
|
The City of Boulder works hard to care for our parks and public spaces while honoring community values, such as avoiding pesticides to protect pollinators and water quality, and ensuring a living wage for employees and contractors. These choices make our maintenance practices more labor-intensive and can affect how quickly we can respond to every need.
In the Civic Area, for example, our team weeds the park about once every three weeks and picks up trash once a day. This means you may notice some weeds or litter between cycles. On the Pearl Street Mall, we’re able to provide more frequent service thanks to CAGID and the Business Improvement District taxes that pay for the Ambassador Program, which is managed by the Downtown Boulder Partnership.
Through the city’s “Fund our Future” initiative, we’re exploring ways to make the most of our resources and identify new funding options so we can continue meeting the needs of our vibrant downtown.

Meet your Downtown Block Officers, led by Mall Team Sergeant Bryan Capobianco. This initiative assigns dedicated officers to specific downtown blocks.

Summertime is usually when we see the biggest spike in bike thefts, but so far, we’ve had around 40 percent fewer bike thefts across the city this year than in the first six months of last year.
