D1) Report on Elections Information 
(Estimated Time: 60 minutes)


Summary:
The Board will receive a report from the County Elections Division outlining actions taken to support safe, accessible, and secure voting in upcoming elections. This report responds to the Board’s earlier requests for information on protocols to prevent voter intimidation, guidance on protecting ballots, updates on the County Employee Election Officer Program, and plans for distributing a “Know Your Rights” voting flyer to the community.

D2) Amendment of Speed Limits 
(Estimated Time: 15 minutes)


Summary: 
The Board will consider updating speed limits on several County roads, including setting a new 30 mph limit on Santa Claus Lane between Padaro Lane and before the business district begins, reducing the speed limit on San Antonio Creek Road from 40 mph to 35 mph between Via Los Santos and State Route 154, and posting a 25 mph residential speed limit on California Boulevard from Broadway to the Santa Maria city limits.

D3) Annual County Workforce Vacancies, Recruitment, and Retention Report 
(Estimated Time: 45 minutes)


Summary: 
The Board will receive the County’s annual report on workforce vacancies, recruitment, and retention efforts for 2025, as required by state law. This hearing will include an overview from Human Resources on current vacancy levels across County departments, opportunities for employee organizations to share input, and additional information for any bargaining unit with a vacancy rate above 20%.

D4) Chapter 15 Fire Prevention Ordinance and Fee Updates
(Estimated Time: 60 minutes)


Summary: 
The Board will consider updating fees for the Santa Barbara County Fire Department’s inspections, permits, and development review services across the unincorporated county and the cities of Goleta, Solvang, and Buellton—many of which have not been comprehensively updated in over a decade. The changes aim to better reflect the true cost of services, improve cost recovery, and support timely and effective fire prevention and safety efforts.

D5) Workforce Housing Development, 117 East Carrillo Street
(Estimated Time: 30 minutes)


Summary: 
The Board will consider selecting a development team to partner with the County on a public‑private partnership to create new affordable housing at the County’s property at 117 East Carrillo Street. This includes declaring the property as Exempt Surplus Land, reviewing proposals submitted through a competitive process, and authorizing staff to begin negotiating an Exclusive Negotiating Agreement with the highest‑scoring team, SoLa Impact. The selected developer would work with the County on planning, financing, designing, and ultimately constructing and operating the housing through a long‑term ground lease, with all final agreements returning to the Board for approval at a later stage.

D6) Local Housing Marketing Program, New County Code, Chapter 52
(Estimated Time: 10 minutes)


Summary: 
The Board will hear a final reading of a Local Housing Marketing Program ordinance aimed at giving people who live or work on the South Coast an early opportunity to rent or buy new market-rate housing to help address the region’s job-housing imbalance. The Board previously gave direction to amend the proposed ordinance to extend local marketing for new units to at least 12 weeks before opening availability more broadly and to add the Santa Ynez Market Area to the proposed ordinance.
