On March 14, I had the pleasure of welcoming CINA's stakeholders to our annual meeting. As usual, it was an opportunity for researchers from across the country to meet up and share their findings. This year, however, our theme was "Evolve," and the format focused on communicating research to government and industry with the goal of transitioning research to ensure its impact and sustainability.
This past year, 2023-2024, has been a great one for CINA. We are managing the largest research portfolio in our history, with 24 active projects. We have expanded our already broad and diverse consortium to 52 universities, 20 of which are Minority-Serving Institutions, and 4 of which are in the Commonwealth of Virginia.
To support this growth, CINA's team expanded to include two professional Project Managers, an Education and Workforce Development Lead, and an Impact and Transition Manager. CINA is now better prepared to provide our researchers with professional pre- and post-award management, as well as to spot, develop, and transition mission-relevant technology and knowledge for our sponsors in the Homeland Security Enterprise.

Louisiana State University focusing on developing advanced forensic tools for Android devices to recover volatile memory data, enhancing forensic analysis and investigation reliability.
Dr. Golden Richard III leads a Louisiana State University project, "Adding STIX Support to the Volatility Memory Forensics Framework", aiming to integrate STIX into the Volatility framework, revolutionizing memory forensics to empower investigators in detecting and analyzing advanced malware attacks with enhanced efficiency.

With the rapid growth of digital communication, the ability to process and analyze vast amounts of textual data efficiently becomes crucial. CINA researcher Dr. Irfan Ahmed (Virginia Commonwealth University) held a workshop to directly enhance the data-science skills and techniques of examiners from the High-Tech Crimes Division (HTCD) with the Virginia State Police (VSP).

The workshop provided HTCD investigators' with AI skills for digital evidence analysis, covering Python, NLP, and advanced techniques. The VCU research team continues to benefit Virginia through improved law enforcement effectiveness against cybercrime. The workshop aims to enhance their capabilities in handling digital evidence, thereby improving the effectiveness and efficiency of transnational organized criminal investigations.

Presentation Abstract
More than a decade of research on interviews and interrogations has led to a model of science-based practice. Studies supporting the effectiveness of this model will be discussed including: (i) specific approaches for developing rapport and trust, and (ii) a framework for understanding and mitigating the motivations that drive resistance behaviors by interview subjects.

This webinar is open to all attendees from DHS, federal, state, and local government, law enforcement, and academia.
Presentation Abstract:
This presentation summarizes the findings and policy implications from a study examining the relationship between indicators of investment and spatiotemporal crime patterns at small spatial scales using data from six large U.S. cities over an 11-year period. The research team will discuss how to leverage small scale investment for greater returns in crime reduction in both residential and commercial spaces, and how to align existing USG economic development resources with public safety goals.
