Notable ActionsMental Health Parity and Addiction Equity Act Requirements The Internal Revenue Service, Employee Benefits Security Administration, and Centers for Medicare & Medicaid Services issued a final rule implementing the Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act of 2008 and amending the nonquantitative treatment limitation (NQTL) requirements. The rule will prohibit group health plans and health insurance issuers from using NQTLs that place greater restrictions on access to mental health and substance use disorder benefits as compared to medical/surgical benefits. Effective November 22.
Next Generation 911 Services The Federal Communications Commission adopted a Report and Order to advance the nationwide Next Generation 911 (NG911) transition rules that define the responsibilities and set deadlines for originating service providers to implement NG911 capabilities on their networks and deliver 911 calls to NG911 systems established by 911 authorities. Effective November 25.
Motor Vehicle Safety Standards for Pedestrian Head Protection The National Highway Traffic Safety Administration issued a proposed rule based on a Global Technical Regulation that would require the design of certain vehicles to mitigate the risk of serious or fatal injury in pedestrian crashes. The proposed rule would establish test standards and performance requirements to minimize the risk of head injury. Comments due November 18.
Section 30C Alternative Fuel Vehicle Refueling Property Credit The Internal Revenue Service is proposing regulations regarding the federal income tax credit under the Inflation Reduction Act of 2022 for some costs related to alternative fuel vehicle refueling property placed in service in low-income communities or non-urban areas. Comments due November 18.
Use of Campaign Funds for Candidate and Officeholder Security The Federal Election Commission (FEC) issued a final rule codifying prior FEC advisory opinions that authorize the use of campaign funds to pay for security measures that arise due to the individual’s status as a federal candidate or officeholder. Effective January 1, 2025.
