The latest ATM and ATMIA news
Dear ATMIA Member,
New data released by the RBA shows signs of a strong recovery for ATMS!
The signs of a strong recovery for the ATM Industry continue. has been particularly seen in the recently released RBA payments data, which has shown that demand for cash and ATMs has been increasing strongly since the easing of restrictions across Australia following the lockdowns in mid-2021. These numbers speak to the fact that while people were locked down and not leaving their homes, they were unable to use cash. This decreased use of cash was only temporary, and with increased spending and lowered restrictions in the past two months, we can be confident that this trend of increased withdrawals and cash use will continue.
The importance of maintaining a reliable means to access cash has recently been shown in a CHOICE survey which has painted a stark picture for access to cash and banking services in regional areas. It found some farmers face up to 5-hour drives to access banking services and ATMs. A key driver of this issue has been the closure of branches.
ATMIA sees the role of ATMs in solving this issue as critical and is committed to advocating for Australia's payment security. This cannot be achieved without cash, which is the most reliable and secure payment method available.
Finally, we encourage all industry stakeholders to join the celebrations of ATMIAs 25th year anniversary and be part of the ATMIAs biannual industry event for this region. The Next Gen ATMs & Payment event will be held in Sydney on 7th & 8th December.  Undoubtedly, this two-day event will be the ATM industry’s major event for this region in 2022. As always, the ATMIA team is always here to help, feel free to contact me anytime.

Thanks,

Reserve Bank of New Zealand consulting on cash system reform

Consolidating public and private cash sector functions into one or more public utilities, banks paying merchants that provide cash-out services on their behalf, requiring some merchants and government agencies to accept cash, and requiring banks to provide cash services are among options being considered by Te Pūtea Matua, the Reserve Bank of New Zealand.

“Our issues paper, ‘Future of Money – Cash System Redesign (Te Moni Anamata – He Whakahou i te Pūnaha Moni)’, reinforces our commitment to keeping cash available for as long as it is needed.  We’re wanting input to develop the right set of policies to ensure the cash system is resilient and efficient in the face of changes in use and availability,” says Assistant Governor Christian Hawkesby. “We hope the options set prompts discussion and debate and identifies gaps or refinements.”

“Falling cash use for everyday needs and the retreat from cash services by banks and retailers threaten financial and social inclusion for some, and have the potential to undermine the important role cash provides underpinning confidence in private money in bank accounts. We call this acting as a value anchor. In times of uncertainty, people seek the security of cash – knowing money can be withdrawn from bank accounts into cash provides confidence that money in bank accounts is safe too,” says Mr Hawkesby.

The Reserve Bank’s consultation paper outlines a range of external drivers facing the cash system that will lead to significant resilience issues for the cash system if left unchecked. It sets out 16 possible policy responses that could help deliver a fit-for-purpose cash system and 8 policies that could operate as a coherent ‘bundle’ to appropriately shape incentives and address the Reserve Bank's objectives. Feedback is invited up until Monday, 7 March 2022.

Mr Hawkesby says the Reserve Bank plans to release a summary of submissions received on all three papers and an indication of the next steps before the end of April 2022.

As part of The Cash Welcome Group submission to RBNZ Future of Money, details of 5000 responses from NZ resident survey were in included. Results showed 98% of participants agreed cash acceptance needs to be mandated for food and essentials at physical retailers. To view, results click here.
Going forward, the Cash Welcome Group plans to make a similar submission to the RBA Payment System to ensure cash remains part of the Australian Payment System.
The Cash Welcome Group has a 10-question Australian survey on investigating the preferred payment methods for goods and services at physical retailers. To start the survey  - click here
