Notable Actions

Manufactured Home Construction and Safety Standards
The Department of Housing and Urban Development issued a final rule amending the Federal Manufactured Home Construction and Safety Standards. Among other topics, these amendments include clarification of fire sprinkler requirements for manufactured homes, changes to gas piping requirements, and changes to water heater language. Effective March 17, 2025.
Minimum Standards for ID Cards
The Transportation Security Administration issued a proposed rule that would allow agencies to implement REAL ID regulations through a phased enforcement plan. Agencies would need to coordinate their plans with the Department of Homeland Security, make the plans publicly available, and achieve full enforcement by May 5, 2027. Comments due October 15.
Robocall Mitigation Database
The Federal Communications Commission (FCC) issued a proposed rule on procedural measures that would require Robocall Mitigation Database filers to take additional steps to ensure the accuracy of submitted information, potential technical solutions for validating data, and accountability measures to ensure and improve the overall quality of submissions in the Database. Comments due October 15.
Establishing a 5G Fund for Rural America
FCC is seeking comment on whether to require a winning bidder in the 5G Fund Phase I auction to demonstrate during the long-form application process that it has obtained the consent of the relevant tribal governments for any necessary access to deploy network facilities using its 5G Fund support on tribal lands within the areas of its winning bids. Comments due October 17.
Organ Procurement and Transplantation
The Department of Health and Human Services (HHS) issued a proposed rule that would remove clinical research and institutional review board requirements for transplantation of livers and kidneys from donors with HIV to recipients with HIV. The Secretary of HHS proposes to remove participation in clinical research as a requirement for transplantation of HIV-positive organs from donors with HIV to recipients with HIV. Comments due October 15.
