This year, the City of Boulder is taking an important step to strengthen collaboration between arts and culture, business support and economic development. Beginning January 2026, a new Office of Cultural and Economic Development (OCED) will bring these functions together under unified leadership to better support businesses, creative professionals and cultural initiatives that power Boulder’s local economy.

| Parking & Access Maintenance Updates |
Important infrastructure improvements are both underway and scheduled at several parking and access structures downtown and in Boulder Junction.
15th & Pearl Garage:
The City of Boulder is kicking off two important repair projects at the 15th & Pearl Garage. The first is an emergency repair of the elevator landings. Beginning last week, construction mobilization began at Levels 4, 5 and 6 of the north stairs. Existing concrete landings will be removed and replaced over the coming months, and stair access in this area will be disrupted. The second is a facade restoration. Work to replace the stone facade around the building perimeter is expected to begin this week.
Disruptions to parking access are not anticipated, and pedestrian access to third floor tenant spaces will be maintained through the primary doors during open hours. Pedestrians are asked to respect all construction barricades in place for both work areas. Like all construction, noise and dust are expected. We appreciate your patience and understanding as we complete these important repairs.
11th & Spruce Garage:
To prepare the aging facility for continued visitors, starting in February 2026, the City of Boulder will begin a major improvement project at the 11th & Spruce Garage. Construction is expected to continue through late summer or early fall. The project will include structural repairs, storefront replacements, new traffic coatings, elevator and stairwell upgrades, improved lighting, and fresh paint. Updates are aimed at preserving the facility, enhancing safety and improving the overall parking experience.
While noise and disruptions are expected during construction, completing these upgrades in a single, coordinated effort will help the city finish the work more efficiently and ensure a safer, more reliable garage for years to come. Construction timelines and updates will be shared regularly through city newsletters, email notifications and the City of Boulder website.
Boulder Junction Garage:
Zenith Property Services will begin a painting project at the Boulder Junction garage Friday, Oct. 24. The project will start on Level 4, followed by Level 3, and then Level 2. Work will include power washing, priming, and painting of all designated wall surfaces to improve appearance and durability. The work is expected to take approximately 1.5–2 weeks, depending on weather and other conditions. During this time, some areas of the garage may be temporarily inaccessible while painting is in progress and drying.

Broadway Street Median Project |

|
The first phase of the Broadway Street Median Project is complete, bringing new streetscape enhancements and beautification improvements to University Hill. The project supports the city’s goal of fostering a collaborative, resource-rich and thriving environment for Boulder’s business, educational and public institutions.

Boulder County Small Business Development Center (SBDC): Service Offerings Overview |
Hosted by the City of Boulder, the Colorado Small Business Development Center (SBDC) – Boulder County provides practical workshops, advising and training in both English and Spanish. The center connects businesses with funding opportunities, resources and programs like TechSource, Path to Entrepreneurship (P2e), Spanish-language workshops, disaster recovery and resiliency training, and Main Street business support.
Over the past 30 years, the Boulder SBDC has helped more than 5,000 businesses in the county. In just the last two years, these businesses have secured $15 million in capital, increased sales by $10 million, and received contract awards exceeding $11 million.
Services include:

- No-cost, confidential, one-on-one business advising from a statewide network of nearly 300 experts.
- Workshops and training events offered at low or no cost.
- Convenient local access through 14 service centers and 25+ satellite centers across Colorado.
- Specialized business support in areas like financial management, marketing, business planning and more.

Join the Boulder SBDC on Nov. 6 from 10 to 11 a.m. for a free virtual workshop on 'How to Do Business with the City of Boulder.' This workshop is designed for small business owners looking to become vendors or partners with the city. Learn more and register.

Surface lot permits are available in all Central Area General Improvement (CAGID) lots and the lot in University Hill General Improvement District (UHGID). All employees within CAGID and UHGID are eligible to apply for respective permits through the city's online platform. CAGID surface lot permits are $100 per month. UHGID surface lot permits are $75 per month.
- The City of Boulder invites all employees who work in Boulder, regardless of whether they live in the city or not, to participate in the 2025 Boulder Valley Employee Survey. The online survey takes about 10 minutes to complete and is available in English and Spanish now through Dec. 1, 2025.
