Senate Passes Opioid Package with 98-1 Vote

October 3, 2018- The Senate vote this afternoon was the last step before it heads to the President to sign the bill into law. Sen Mike Lee (R-UT) was the only no vote.

From caring for infants and babies, to youth in recovery, to housing, employment, recovery coaching, and recovery community organizations, the bill has a heavy emphasis on recovery, like we've never seen beforeMembers of the Association of Recovery Community Organizations at Faces & Voices of Recovery made a difference when they met with Members of Congress on their Hill Day in July to share their personal stories of recovery and the crtiical work they are providing in communities across the nation. Their advocacy throughout the year has demonstrated the powerful voice of the organized recovery advocacy movement.

RECOVERY AND PEER SUPPORT IN THE OPIOID BILL

Sec. 7031. National recovery housing best practices.  This provision requires HHS to issue best practices for entities operating recovery housing facilities, to assist those recovering from an opioid use disorder with housing. This provision also requires HHS to identify or facilitate the development of common indicators that could be used to identify potentially fraudulent recovery housing operators.

Sec. 7102. Youth prevention and recovery. This provision requires the Secretary, in consultation with the Secretary of Education, to disseminate best practices and issue grants for prevention of and recovery from substance use disorders in children, adolescents, and young adults.

Sec. 7151. Building communities of recovery. This provision reauthorizes and modifies the Building Communities of Recovery program to include peer support networks. This program provides funding for community organizations providing long-term recovery support services.

Sec. 7152. Peer support technical assistance center. This provision requires HHS to establish or operate a National Peer-Run Training and Technical Assistance Center for Addiction Recovery Support, to provide technical assistance and support to recovery community organizations and peer support networks providing peer support services related to substance use disorder.

Section 7183. Career Act. This provision requires the Secretary of HHS to continue or establish a program to support individuals in recovery from a substance use disorder transition to independent living and the workforce. This provision requires a report to Congress on the effectiveness of these grants and recommendations regarding best practices for health care professionals to support individuals in recovery so that they can participate in the workforce.
