This paper is a companion work to their prior work in Puerto Rico (Crisman et al. 2021).
Both publications demonstrated that infrastructure and governance are failing in all islands studied, while environment and human communities are resilient to sudden disasters and long-term climate change. Government institutions must develop reliable databases to support adaptative management plans.
