June 14, 2021
Dear Playhouse Village Businesses & Cultural Institutions,
We know you are eager to learn the details of the broader reopening plans slated to go into effect on June 15. At this time, our understanding is that the City of Pasadena will align with the State on moving beyond the reopening blueprint which has been in place since late last year - details are conveniently grouped below. We will continue to keep you informed as we learn details, but you are encouraged to check the City's website for updates as early as Tuesday. We know that the past 15 months have been some of the most unpredictable and tumultuous for our businesses, cultural partners, and overall community, and are hopeful that this summer will bring a steady return to the activity and excitement we all appreciate about Playhouse Village!
Beyond the Blueprint for Businesses - June 15
When California fully reopens the economy, the state will move beyond the Blueprint for a Safer Economy. Beginning June 15, all business sectors may return to usual operations (with the limited exceptions for Mega Events) based on the following general public health recommendations:
Capacity Limitations
California is fully reopening with no capacity limits.
Physical Distancing
No restrictions for attendees, customers, and guests. Employers must continue to comply with Cal/OSHA COVID-19 Prevention Emergency Temporary Standards (ETS) including but not limited to its social distancing, physical partitioning, and mask-wearing requirements for employees.
Masking
For Customers:
Pasadena Public Health Department (PPHD) will align with the state's masking guidance that reflects the U.S. Centers for Disease Control and Prevention (CDC) recommendations and provides information about higher-risk settings where masks are required. Starting Tuesday, June 15, masks will not be required for fully vaccinated individuals, except in the specific settings where masks are required for everyone, regardless of vaccination status.
Masks will be required for unvaccinated individuals in indoor public settings and businesses (examples: retail, restaurants, theaters, family entertainment centers, meetings, and state and local government offices serving the public). To implement this new guidance, businesses may choose for customers to self-attest that they are vaccinated and therefore do not need to wear a face-covering; create and utilize a vaccine verification system such as viewing/recording of customer vaccination cards; or maintain the current requirement for all customers to wear face coverings.
For Employees:
Employers and workplaces must continue to comply with Cal/OSHA COVID-19 Prevention Emergency Temporary Standards (ETS) originally issued on November 20, 2020, including but not limited to its social distancing, physical partitioning, and mask-wearing requirements for employees. Learn more about the latest Cal/OSHA standards below.
Cal/OSHA Revised ETS Updates
Last week, the Cal OSHA Standards Board held a special meeting to reconsider its revised Emergency Temporary Standards for COVID-19 Prevention (Revised ETS) in light of the latest guidance on face coverings issued by the California Department of Public Health (CDPH) on June 7th. The Cal OSHA Standards Board voted unanimously to withdraw the Revised ETS and to take up the issue again at its next scheduled meeting on June 17th. At that meeting, Cal OSHA Standards Board is likely to approve a new version of the ETS that incorporates the relevant provisions of the recent CDPH guidance. If the Standards Board approves a revised ETS, it is anticipated that the Governor will issue an executive order to codify the approved regulations following the meeting on June 17th. We will continue to keep you informed and share the formal announcement as soon as it is available.
In the interim, all employers must comply with all of the requirements of the Cal/OSHA Standards Board Emergency Temporary Standards for COVID-19 Prevention as originally issued on November 20, 2020, including but not limited to its social distancing, physical partitioning, and mask-wearing requirements.
