Superintendent and District Leadership Team Update


Superintendent Hiu shared that the Gresham-Barlow School District had a strong start to the 2023-24 school year. Back to School events were well attended. The District estimates 6,000 families attended the various celebrations in our schools.  
The Superintendent expressed his appreciation to the school principals in the Gresham-Barlow School District. October is National School Principals Month.
Superintendent Hiu visited several schools during the month including East Orient Elementary, West Orient Middle School, North Gresham Elementary, and Gresham High School. He also attended the Oregon School Boards Association’s Fall Regional Meeting, Multnomah Education Service District’s Superintendent’s Retreat, and the Coalition of Oregon School Administrators Equity Summit.

Oregon Administrative Rule (OAR) 581-022-2307 requires that each Oregon school district establish an Educational Equity Advisory Committee (EEAC)/ District Equity Committee (DEC). These committees are responsible for advising the school board and superintendent on the educational equity impacts of policy decisions and informing and advising the school board and superintendent when a school-based situation arises that negatively impacts underrepresented students.

Information Items

Standards Assurance of Compliance (Division 22)
Annually, the Oregon Department of Education (ODE) requires all Oregon school districts to submit a statement of assurances indicating compliance with ORS Chapter 581, Division 22, Standards for Public Elementary and Secondary Schools. These assurances must be presented in a public manner, such as at a regularly scheduled school board meeting, by November 1, 2023. After a review of the Division 22 Standards, the administration reports that the district is not compliant with all of these rules. Gresham-Barlow School District is out of compliance in the areas of Physical Education (PE) Minutes Requirements, Educational Equity Advisory Committee, and Records and Reports.

Opening of School Enrollment and Class Size Report 2023-24
This year's district enrollment as of September 25, 2023 totaled 10,238 students, representing 217 above projections for 2023-24 overall. This reflects an increase of 205 from our June 2023 enrollment of 10,033. In addition to the overall enrollment total, the enrollment data provides specific information including class size averages and other staffing/enrollment information.

Finance Update as of 8/31/23
The financial statements are still adjusting to the beginning of the fiscal and school years. Salaries and wages, including vacancies, have been encumbered and provide a full picture of the expenditures. The pooling of benefits took place in September with all groups receiving 100% compensation for the chosen benefits. The October report will show the encumbered amounts for these expenditures. Adjustments to the State School Fund will be made to reflect an additional $1,680,261 in funding due to the difference in the budgeted amount of $104,931,481 and the allocation of $106,611,742 based on the $10.2 billion State School Fund (SSF) allocation made by the Legislation for the 2023-2025 biennium.
