State Report
The winter ice storm that immobilized many parts of Texas last week also shut down operations of the Texas Legislature for several days. The House and Senate were not scheduled to convene until last Tuesday, but travel issues due to the storm made that difficult and dangerous for many legislators and their staff. Ultimately, the House and Senate convened briefly Tuesday and adjourned until Friday, when they gaveled in and out again. Governor Greg Abbott issued a disaster declaration for seven counties impacted by the storm.
Prior to the storm affecting activity at the Capitol, Senator Joan Huffman convened the newly expanded Senate Finance Committee to receive testimony from State Comptroller Glenn Hegar and other state agencies under Article I, General Government. The Finance Committee reconvened Friday morning to continue Article I reviews. They are scheduled to take up Article III, Higher Education Monday, February 6th. The Senate Business & Commerce Committee, led by Senator Charles Schwertner, has posted notice of a hearing to discuss changes to the wholesale electric market design and its impact on the Texas electric grid. This committee will convene Tuesday upon adjournment of the Senate.
Meanwhile, House members are awaiting committee assignments from Speaker Dade Phelan.  
The Senate returns to action Tuesday at 11 am while the House will convene at 2 pm Tuesday afternoon.
Bill filings have surpassed 2,500 between the House and Senate, with five weeks remaining until the bill filing deadline on March 10.
