How do Community Action Agencies assess local needs?


During the community needs assessment required by Federal legislation every three years, Community Action Agencies are given the opportunity to be less reactionary in their work and more visionary about the work to be done within their local communities.   They map assets, as well as survey and interview residents & service providers to identify themes needing to be addressed.  
Union-Snyder is an example of a PA Community Action Agency taking the impact of COVID-19 into account in the October 2021 release of their 2020 report.  The concerns are ranked, which include the pandemic’s impact on families, community resources, children’s education and personal experience.
Rankings allow the Agencies to create action steps to fulfill unmet needs.  Union-Snyder concluded through their assessment that gaps exist  in specific areas of their counties:
  • Regional transportation solutions must take priority.
  • More resources need to be implemented to better support homeless individuals and families.
  • The ample food resources are not meeting the needs of the approximately 8000 food insecure residents; a number expected to rise 5%.
  • The opioid epidemic is affecting families with limited drug treatment programs in the region.
  • Childcare resources are limited and financially unsustainable for families with low incomes.
Years ago, a tool was developed to assist Community Action Agencies in gathering information for the assessment so that Agencies like Union-Snyder can update their community profile.

Emergency Rent Assistance Media Kit

The Department of Human Services (DHS) is targeting messaging at tenants and landlords who can apply on behalf of tenants and may be able to stabilize circumstances and avoid evictions with ERAP assistance. Anyone can apply for the program, even if they have not used DHS benefits before. For more information on ERAP, income limits and other FAQs, visit the DHS ERAP page. The media kit was designed to help DHS and our partners continue to promote this program. Please use these resources to help promote ERAP to your clients, constituents, and networks.

Fed Communities Report

Findings from the 2021 Federal Reserve COVID-19 Survey
In case you missed it, last month NCAP shared Perspectives from Main Street: The Impact of COVID-19 on Communities and the Entities Serving Them.  The report, published on the Fed Communities website, presents findings from the 2021 Federal Reserve COVID-19 Survey designed to collect information on the effects of the pandemic on low- to moderate-income people and communities and the entities serving them. The survey provides an insightful and informative snapshot of how COVID-19 was affecting people and organizations on the dates the survey was administered.

This webpage provides tools and resources showing how Community Action was, and continues to be ready, to act and rapidly respond to help individuals and families recover from crisis and to create greater resilience to crises.

HFA issues RFP to fund mixed-use development projects 
The 37 multifamily housing developments that were awarded tax credits can be viewed on the PHFA website.  See the list of tax credit recipients under “News: 2021” and dated 10/14.

Remodeled and Revamped Online Resource Library
CAPLAW’s remodeled and revamped online resource library is a new, one-stop hub for the entirety of CAPLAW’s collection of resources, including publications, trainings, webinars, and more. In addition to a more streamlined user interface, the library includes a sophisticated and intuitive new search engine, making it easier than ever to navigate the library, narrow your search, and find the right resource to address your questions and concerns.  Use their video tutorial for support using the library.


COVID-19 Vaccine Grants Available




United Way of PA issued a press release statewide this week. They would appreciate the help of their partners to get the word out about the opportunity for community-based organizations to be funded to do vaccine events, as well as education and outreach leading up to those events, focused on vulnerable and hard-to-reach populations. The application process is very easy, and they are processing grant applications quickly. They have a total of $4.8 million available for nonprofit and faith-based organizations in 66 PA counties – only Philadelphia county organizations are not eligible for this grant.
