Join the International Corrections and Prisons Association (ICPA) and the Thailand Institute of Justice (TIJ) as we commemorate the 15th anniversary of the Bangkok Rules in 2025. We offer an opportunity to celebrate progress, assess implementation, and identify areas for further improvement.

The United Nations Rules for the Treatment of Women Prisoners and Non-custodial Measures for Women Offenders, known as the Bangkok Rules, were adopted by the United Nations General Assembly on December 21, 2010. These rules were developed to address women’s unique needs, vulnerabilities, rights in the criminal justice system and encourage the use of non-custodial measures. The Bangkok Rules, particularly, Rules 29-35 and 67-69, which emphasize the importance of data and evidence-based research, training, and capacity-building on gender equality and women's rights for prison staff, can serve as a foundation for gender-sensitive policy development and enhance a common understanding of women's pathways to prison.

To raise awareness about the Bangkok Rules and enhance discussion on women's imprisonment at the global level, ICPA and TIJ will jointly host the first global Women in Corrections Conference (WICC) in 2025 in Bangkok, Thailand. This conference aims to:

•Promote the sharing of academic research and practical experience to improve the treatment of corrections-involved women.

•Raise Awareness about the root causes, conditions, and challenges faced by corrections-involved women.

•Share Information and best practices that address the specific needs of corrections-involved women and / or relating to the implementation of the Bangkok Rules. 

•Encourage discussion on practice and policy reforms to encourage positive changes for corrections-involved women.

•Commemorate the 15th Anniversary of the Bangkok Rules.

•Recognize the vital role of women working in the corrections profession.

ICPA and TIJ invite attendees from across the corrections landscape, both women and men, to contribute to this important conference. Attendees will include correctional leaders, correctional practitioners, academics, individuals with lived experience, and correctional-affiliated organizations.

How can community legal centres best support those in need? How can their activist role lead to progressive law reform, improving the criminal legal system so that it works more effectively? How can we elevate the voices of victim survivors? In this episode, Sydney Law School’s Social Justice Advisory Board co-chairs, Rachel Killean and Ben Mostyn, speak with our current practitioner-in-residence, Liz Snell, about legal assistance as a fundamental human right, about community legal centres’ role in the adoption of NSW’s new coercive control legislation, and about practicing social justice in everyday circumstances.

Liz Snell is interested in researching and better understanding the mechanisms required to ensure and support successful implementation of recommendations in inquiries with a focus on inquiries responding to gender-based violence. Liz has worked as the Law Reform and Policy Co-ordinator at Women's Legal Service for over a decade. Women's Legal Service is a specialist community legal centre run by and for women that aims to achieve access to justice and a just legal system for women in NSW.

The National Deaths in Custody Program has monitored the extent and nature of deaths occurring in prison, police custody and youth detention in Australia since 1980. The Australian Institute of Criminology has coordinated the program since its establishment in 1992, the result of a recommendation made the previous year by the Royal Commission into Aboriginal Deaths in Custody. In 2023–24, there were 104 deaths in custody: 76 in prison custody, 27 in police custody or custody-related operations and one in youth detention. In total, there were 24 Indigenous deaths and 80 non-Indigenous deaths in custody. This report contains detailed information on these deaths and compares the findings with longer term trends.
