County Update; Historic District Grant Program; Winter Trails Update
SUMMARY of the NOVEMBER 16 PARK CITY COUNCIL MEETING 
IN THE WORK SESSION
3Kings Water Treatment Facility Concept: Council was presented with several proposed concepts for both the water-treatment and golf-maintenance facilities. The water treatment plant should be completed by 2020. After consideration, Council also decided that housing at the treatment location was not suitable given the safety and security considerations.
Joint Work Session with the Historic Preservation Board: The historic preservation consultant presented findings from her analysis of the City's historic district grant program. Her main takeaway was that users want to be able to apply year-round. There may be advantages, however, to reviewing grant requests quarterly to aid in the program's administration and promotion. Council was very supportive of the program, which aims to continue the tradition of incentivizing and ensuring that historic preservation efforts continue in Park City.
IN THE STUDY SESSION
Summit County Strategic Plan, Projects and Facilities Update and 2018 Budget: The County Council updated The Park City Council on the following countywide issues and initiatives:
  • Transportation and congestion
  • Workforce housing
  • Environmental stewardship
  • Refining the county's general plans and development codes
  • Mental wellness
  • The budget (in particular, the county manager's recommended property tax increase)

Quarterly Update of the City Council Critical and Top Priorities: Council's current mission statement is "Evolving & Sustaining a Complete Community.” To achieve this, Council has identified a series of critical and top priorities. Following are those priorities (each links to its respective summary sheet, which provides a snapshot of current progress, and the corresponding strategic plan): 

Critical Priorities (If we don't get these right, they could have a significant negative impact on our community):
  • Transportation: Congestion reduction—local and regional 
  • Energy: Conservation, Renewable Energy, Carbon Reduction & Green Building Incentives
  • Housing: Middle-Income, Attainable & Affordable Housing
2017/18 Winter Trails Update: Staff recommends maintaining and improving the following to keep pace with winter trail usage:
  • City Park Grooming & Lighting
  • Winter Habitat Areas in Round Valley
  • Fat Bike Grooming in Round Valley
Council Approved

The next City Council meeting is November 30. The agenda will be available online the prior Monday. The public is invited to attend both the study and work sessions: they are an important part of Council's decision-making process.
