Activity ramps up for the 2023 ATMIA USA annual conference in New Orleans

Make your plans to participate, now
I'm excited!!  This feels like it is going to be the first, really normal conference that we have been able to host since 2019, when we were surrounded by the make-believe world of Disney.  Restrictions have fallen away.  Travel is booming again.  And expectations are high.
It would seem that our members, exhibitors, and prospective speakers are thinking along the same lines.  We are barely half-way through August and the exhibit hall is more than half sold out, more speaking proposals have been received than for any other event in the past five years, and interest is at a fever pitch.  All of that bodes well for the anticipation of a truly memorable experience.  And if you are an industry vendor, the sooner you finalize your plans to participate, the more options you will have for booth selection or sponsorship opportunities.
The educational program is beginning to take shape.  Review of speaking proposals is underway and speakers are being posted to the website as they are approved. Our traditional format will continue with simultaneous breakouts and three "tracks" – IAD/ISO, Financial Institutions, and ATM Industry.
You will not want to miss our Keynote speaker, Scott Rasmussen, President of RMG Research.  If the name sounds familiar, it's probably because Scott is a well known and innovative pollster, who is already popping up in election coverage.  What you may not know about Scott, is that he and his father also founded the ESPN sports network.
It will be six years since we were last in New Orleans.  Everyone loved it then, and all are really excited to be there again.  To say that there is a lot to do during your time-off is a gross understatement.  And I have a feeling there will be some Mardi Gras themes in the booths.
I hope you will plan to join me, and the rest of the ATMIA team, at the opening reception – the best networking opportunity the industry has to offer – to kick it all off.
David Tente
Best regards to all,
David

Looking for more staff with ATM industry experience?

The ATM Industry Career Center is not just another job board.

It is a robust career site offering job seekers and employers in this unique industry a place to converge on common objectives.  And it is the only career site dedicated solely to ATM talent and the ATM industry.
Over 500 job seekers are registered on the site, along with about 100 resumes.  Views of posted job openings have been averaging over 2,000 per week recently.  And all of it  is focused on ATM industry talent!
This is a critical time for the ATM industry.  As we continue to rebuild in the months, there will be a surge in hiring as we steadily get back to more normal employment.  Make sure that your organization is ready to get out in front of the ATM industry’s best talent.   A big step in that direction is to make sure that your hiring managers know about the ATM Industry Career Center.
Both employers and job seekers can set up a free account.  ATMIA membership is not required, but members do receive discounted rates on job postings and other services.  And this is not just a robust and sophisticated job board.  It is also a marketing resource that can help you “sell” candidates on the benefits of working for your organization.  Make your company stand out among other employers with a variety of branding opportunities:

Advocacy

Local, State, and Federal advocacy updates

New FinCEN Statement on IAD Fraud Risk

On June 22, 2022, FinCEN (Financial Crimes Enforcement Network, U.S. Department of the Treasury) released their "Statement on Bank Secrecy Act Due Diligence for Independent ATM Owners or Operators".  That statement notes the issues that many IADs have had with getting and keeping the bank relationships that are necessary to operate their business –  which "jeopardizes the important financial services they provide, including to persons in underserved markets".
FinCEN reminds banks that not all independent ATM owner or operator customers pose the same level of money laundering, terrorist financing (ML/TF), or other illicit financial activity risk, and not all independent ATM owner or operator customers are automatically higher risk."
A  full copy of the FinCEN statement may be downloaded from the ATMIA USA website home page.   For more information about ATMIA advocacy efforts, contact USA executive director, David Tente.  The ATMIA Operation Choke Point Resource Kit can be downloaded here.

Advocating for stiffer ATM crime penalties in every state.

Awareness of the dramatic increase in ATM related crime is growing.  Although a federal bill increasing penalties for these crimes has been given consideration, it is the states that are leading the way.
Texas passed a bill last year making ATM crime a felony.  At the state level, the most recent bill signed into law on April 1 is Kansas HB 483.  Damages of $1,500 or more are considered a felony.  The seriousness increases in levels up to more than $100,000.  Although it had appeared that Missouri passed a similar law (HB 1472), the ATM crime language was amended out of the bill, making penalties applicable to money laundering only.

Bans on Cashless Retail Establishments

Grass roots activity in the effort to require that consumers have the right to pay with cash continue to be quite impressive.  Last year, despite the booster-shot that the COVID-19 pandemic provided for the continuation of the "war on cash", a total of 17 states introduced proposals to ban cashless retail establishments.
So far in 2022, nine more states have introduced legislation to require acceptance of cash for in-person transactions at retail establishments.  There are still 11 states that are actively considering bills to require the acceptance of cash for in-person transactions in retail establishments.
Others that have previously implemented such requirements now include Colorado, New York, New Jersey, Rhode Island and Massachusetts (which has had this requirement in place for quite some time).  The cities of Washington, DC and Philadelphia have local cashless bans in place.
Although neither the Senate or House has re-introduced the Payment Choice Act, we remain hopeful that Congress will pick up this measure later in the year.

Committee Updates

Check out what's happening with our committee groups:

Get to know our committee groups

Access to ATM committee groups is one of the most beneficial perks of membership.  And you have your pick of regional groups, global groups - or both.  There are no limits on how many groups you may participate in.  The only restriction is that you can only join regional committees that are part of a region of which you are a member.

ATM Cryptocurrency Deployers Advocacy Group

This is our newest regional committee group, which is presently limited to crypto exchanges and crypto ATM operators.  Advocacy, compliance, and regulatory matters represent 100% of the group's focus.
Two educational pieces have been developed that should be available for distribution shortly.  The first and most critical is a "What to do/What not to do" list for Law Enforcement.  For most law enforcement officers, the next crypto crime incident they are called to is probably their first.  The intent of this material is to assist LE in finding and gathering the information needed to investigate the crime.
More information about committees is available on the ATM Committees home page.  Your can join a committee by signing into your ATM account and clicking on the 'My Committee' link.  Also feel free to reach out to David Tente regarding USA Regional groups and to Lonnie Talbert regarding global groups.
If you are interested, please contact David Tente.
